Appendix A5 contains the elective measures, Tier 1/2 performance paths, and the A5.602 verification checklists that document prerequisites and selected electives for nonresidential CALGreen compliance.

Overview

Appendix A5 collects the voluntary (elective) green‑building measures for nonresidential projects and is organized into Divisions A5.1–A5.6: Planning & Design, Energy Efficiency, Water Efficiency & Conservation, Material Conservation & Resource Efficiency, Environmental Quality, and Voluntary Tiers . These provisions give project teams a performance‑oriented path to go beyond Chapter 5 mandatory requirements by choosing electives, performance options, or adopting Tier 1 or Tier 2 packages (§ A5.1–A5.6) .

Appendix A5 also provides the CALGreen verification tools — the Mandatory Checklist (A5.602) and the Tier checklists (A5.602.1 for Tier 1; A5.602.2 for Tier 2) — that document prerequisites, selected electives, and the documentation required to demonstrate compliance (§ A5.602, § A5.602.1, § A5.602.2) . Typical electives cover items such as EV charging readiness and counts, cool‑roof alternatives, lifecycle assessment and material sourcing, and refrigerant/GWP limits (see § A5.601 and related elective sections such as A5.106.11 and A5.508.1.4) .

Before applying a voluntary tier, projects must first meet all applicable mandatory Chapter 5 provisions; the tier checklists then show required prerequisites plus the number and type of electives to achieve Tier 1 or Tier 2 compliance (§ A5.601; checklists A5.602.1 and A5.602.2) .

    TIER 1 CHECKLIST

    Application: This checklist shall be used for nonresidential projects that meet the following: new construction, or building additions of 1,000 square feet or greater, or building alterations with a permit valuation of $200,000 or more pursuant to Section 301.3, AND are adopting Tier 1 voluntary measures.

    Note: All applicable mandatory requirements in Chapter 5 shall be met prior to applying Tier 1 voluntary measures.

    Instructions:

    Comply with all Tier 1 prerequisite measures from the various categories shown on the table below.

    Add a “ Y ” to all mandatory and Tier 1 prerequisite measures in the appropriate columns.

    Select the required number of additional electives from those categories shown on the table below and add a “ Y ” on the selected elective and add an “ N ” on the rest.

    Count the total number of Tier 1 prerequisite measures plus the additional electives and write down the total number at the end of the checklist. Determine if the required number of Tier 1 measures have been selected to achieve Tier 1 compliance.

    A5.213.1 Steel framing. Design steel framing for maximum energy efficiency. Techniques for avoiding thermal bridging in the envelope include:

    1. Exterior rigid insulation;
    2. Punching large holes in the stud web without affecting the structural integrity of the stud;
    3. Spacing the studs as far as possible while maintaining the structural integrity of the structure; and

Frequently asked questions

What projects can use Appendix A5 voluntary tiers?

Projects that meet the size/valuation thresholds identified in the verification guidance (for example, new construction or additions 1,000 sq ft or greater, or alterations with permit valuation ≥ $200,000) may use the Tier checklists when they choose voluntary measures; see the Tier 1 application language in § A5.602.1 for full applicability .

How do the Tier checklists work?

The Tier checklists require (1) compliance with mandatory Chapter 5 provisions, (2) selection of Tier prerequisites and then (3) selection of the required number of electives from A5 divisions to reach the Tier threshold. Table and checklist guidance for the tier structure and required counts are shown in § A5.601 and the A5.602 checklists .

What documentation is submitted for verification?
