Nonresidential Mandatory Measures — Planning & Design; Energy; Water; Materials; Environmental Quality (Chapter 5)
Chapter 5 establishes the mandatory minimum CALGreen measures for nonresidential buildings across planning & design, energy, water, materials, and environmental quality.
Last reviewed: July 6, 2026
Overview
Chapter 5 of CALGreen sets the state’s baseline mandatory green-building requirements for nonresidential projects — organized into Divisions for Planning & Design, Energy, Water, Materials, and Environmental Quality (Divisions 5.1–5.5). These mandatory measures establish minimum performance and documentation expectations that apply to new nonresidential buildings, larger additions, and qualifying alterations.
This chapter matters because it both sets discrete requirements (for example, deconstruction and reuse procedures in §5.105.1) and coordinates with other California codes for subject‑matter specialization — most notably, energy requirements that defer to the California Energy Code (see §5.201.1). Chapter 5 also contains commissioning and verification requirements (for example §5.410.2 for commissioning) and environmental‑quality provisions including site and refrigerant performance measures (see §5.507.4.2 and §5.508.2).
Because voluntary tiers and enhanced compliance options are built on top of these mandatory measures, Chapter 5 is the foundation for any project seeking CALGreen Tier status or to use the Appendix A5 voluntary measures; meeting all Chapter 5 mandatory measures is a prerequisite for Tier compliance.

Frequently asked questions
What divisions make up Chapter 5?
Chapter 5 is divided into five mandatory divisions: Planning & Design (Div. 5.1), Energy Efficiency (Div. 5.2), Water Efficiency & Conservation (Div. 5.3), Material Conservation & Resource Efficiency (Div. 5.4), and Environmental Quality (Div. 5.5).
Does Chapter 5 contain its own energy standards?
No — Division 5.2 defers mandatory energy efficiency standards to the California Energy Code; Chapter 5 references the Energy Code for technical energy requirements (see §5.201.1).
Where are the verification checklists and voluntary tier details?
Verification guidelines and the nonresidential voluntary‑tier measures are in Appendix A5 (including the Mandatory Measures Checklist and A5.602 verification checklists). Appendix A5 explains Tier prerequisites and elective measures that build on Chapter 5.
