Which sections of Chapter 7 contain enforceable requirements?
Summary: Chapter 7 contains installer‑qualification, special‑inspection, and documentation rules. **§ 702.2** (special inspection) and **§ 703.1** (documentation) are shown as adopted by the BSC‑CG; **§ 702.1** (installer training) appears in the text but is not marked in the state adoption matrix — local adoption and the enforcing agency’s determinations control whether each requirement is enforced. file
Last reviewed: July 6, 2026
What the code requires — plain English
- § 702.1 requires HVAC system installers to be trained and certified by a nationally or regionally recognized program (examples are listed in the text). § 702.1 is the textual requirement for installer qualifications.
- § 702.2 says that when the enforcing agency requires it, the owner must hire one or more special inspectors who are competent (and independent) to verify compliance; the section also lists acceptable qualifications the enforcing agency may consider. § 702.2 is the text that creates the special-inspection duty.
- § 703.1 requires that documentation demonstrating compliance (plans, specs, installer or inspector certifications, inspection reports, etc.) be provided; the section also says that when a specific verification method is required, that method will be identified in the appropriate section or checklist. § 703.1 is the verification/documentation requirement.
The single most important rule: local enforcing agencies decide which inspection and verification requirements are mandatory — § 702.2 is triggered “when required by the enforcing agency,” and documentation per § 703.1 must be supplied to show compliance.
Note: The statewide adoption (which sections the state requires by regulation) is shown in the CALGreen adoption matrix — § 702.2 and § 703.1 are adopted in the BSC‑CG adoption matrix, while § 702.1 is not marked as adopted in that same matrix. This matters for whether the text is enforced statewide or only where a jurisdiction adopts it.
Requirements in detail
§ 702.1 — Installer training (what the text requires)
- Requirement (plain): HVAC system installers shall be trained and certified in proper HVAC installation including ducts and equipment by a nationally or regionally recognized program; uncertified persons may work only under the direct supervision of a certified installer or licensed contractor.
- Key notes: the code lists examples of acceptable programs (apprenticeship, utility training, trade organizations, manufacturer programs, or other programs acceptable to the enforcing agency).
§ 702.2 — Special inspection (what the text requires)
- Requirement (plain): When required by the enforcing agency, the owner must employ one or more special inspectors to substantiate compliance. Special inspectors must demonstrate competence to the enforcing agency and should be independent (no financial interest). The section lists certifications/education the enforcing agency may consider.
§ 703.1 — Documentation (what the text requires)
- Requirement (plain): Provide documentation to show compliance — examples include construction documents, plans, specifications, installer/builder certifications, inspection reports, or other methods acceptable to the enforcing agency. If a section requires a specific verification or special inspection, that method will be specified in that section or the application checklist.
Quick decision table
| Decision / trigger | Required action | Who is affected | Code reference |
|---|---|---|---|
| HVAC installers on the jobsite | Be trained and certified (or work under direct supervision of a certified installer / licensed contractor) | HVAC installers, contractors | § 702.1 |
| Enforcing agency calls for special inspection | Owner must employ one or more special inspectors who demonstrate competence and independence | Owner / owner’s agent; special inspector(s) | § 702.2 |
| Proof of compliance requested | Provide plans, specs, certifications, inspection reports, or other acceptable documentation | Owner, contractor, installer, special inspector | § 703.1 |
| Is the section adopted statewide by BSC‑CG? | Determines whether the state requires it without local adoption | Code users / enforcing agencies | Matrix: § 702.2, § 703.1 shown as adopted by BSC‑CG; § 702.1 not marked in that matrix |
Exceptions & special cases
- “When required by the enforcing agency” (in § 702.2) means special inspection is a conditional duty — the enforcing agency (local building official, HCD, etc.) decides whether the duty applies on a project.
- Uncertified installers can perform work only under direct supervision and responsibility of a certified installer or licensed contractor — this is explicitly allowed in § 702.1.
- Local adoption matters: jurisdictions can adopt additional CALGreen provisions or make voluntary appendices mandatory by ordinance; check local adoption (see Section § 101.7) if you rely on a section that the state matrix does not adopt statewide.
Common mistakes
- Assuming a section that appears in the CALGreen text is automatically enforced statewide — always check the adoption matrix and your local ordinance. (Matrix: § 702.2 & § 703.1 adopted by BSC‑CG; § 702.1 is not marked there.)
- Treating § 702.2 as automatically applicable to every project — it only applies when the enforcing agency requires it.
- Failing to provide the types of documentation listed in § 703.1 (plans, specs, certifications, inspection reports) or assuming “self-certification” without the enforcing agency’s acceptance.
- Believing the lists in § 702.1 (acceptable training programs) are exhaustive — the section gives examples and leaves room for other programs acceptable to the enforcing agency.
Worked example — concrete scenario with numbers
Scenario: A jurisdiction has adopted the CALGreen BSC‑CG provisions and the enforcing agency requires special inspections for a commercial HVAC retrofit. The project includes replacement of 4 HVAC rooftop units and associated ductwork.
Steps applied:
- Special inspection trigger: enforcing agency requires special inspection for this retrofit → owner must hire one or more special inspectors per § 702.2. (Owner hires 1 special inspector).
- Installer qualifications: the 4 units are installed by 2 installers. Per § 702.1, installers should be trained/certified; if one installer is uncertified, that installer must work under the direct supervision of a certified installer or the licensed contractor. Provide copies of installer certificates for both installers (2 certificates).
- Documentation: compile and provide to the enforcing agency: construction documents (plans/specs), the 2 installer certificates, the special inspector engagement letter, and periodic inspection reports (e.g., 3 field reports during installation). These documentation types are listed in § 703.1 and demonstrate substantial conformance.
Practical outcome: If the enforcing agency is the state-adopting authority and the matrix shows adoption (BSC‑CG adopted § 702.2 and § 703.1), the agency will enforce the special inspection and documentation obligations; the installer training obligation in § 702.1 should be checked against local adoption/status because the matrix does not mark it as adopted statewide. file

- § 702.2 — Special inspection (text and independence/competence rules).
- § 703.1 — Documentation / verifications (what documentation is acceptable).
