How do adopting-agency matrices affect Chapter 7 requirements?

The Chapter 7 Matrix Adoption Table shows which state adopting agencies have adopted the special‑inspection and documentation sections; if the enforcing agency for your project has adopted and invoked **§ 702.2**, you must hire qualified, independent special inspector(s), and you must submit the verification documents listed in **§ 703.1** to demonstrate compliance.

What the code requires — 2-4 sentences

The Chapter 7 text requires that, when the enforcing agency requires it, the owner employ special inspectors to substantiate compliance (§ 702.2) and that projects provide documentation (plans, inspection reports, installer certification, or other acceptable proof) that demonstrates substantial conformance (§ 703.1). The Chapter 7 Matrix Adoption Table shows which state adopting agencies have chosen to adopt those specific sections (or the chapter) — the matrices themselves are an aid to the user and are non‑regulatory; the authority and actual applicability are determined in Chapter 1 and by the enforcing agency.

The single most important rule: if the enforcing agency that applies to your project has adopted § 702.2 or § 703.1 (as shown in the Chapter 7 Matrix Adoption Table), the enforcing agency can require special inspection and documentation — and the owner must comply.

How to read the matrix for Chapter 7

  • The Matrix Adoption Table heading states that matrices are non‑regulatory and are an aid; they point to which state agencies adopted the chapter or individual sections.
  • The table rows list chapter sections (for example 702.2 and 703.1) and an “X” under an agency column if that agency adopted that section (or an indicator that the agency adopted the entire chapter). Check the column for the relevant adopting‑agency acronym to see whether the section is adopted for your building category.

Exceptions & special cases

  • Matrix tables are non‑regulatory aids: the presence or absence of an “X” in the matrix does not itself create or rewrite code language; it records an adopting agency’s selections. Always confirm applicability with Chapter 1 adoption authority and the enforcing agency.
  • Some state agencies adopt the entire chapter, some adopt the entire chapter as amended, and some adopt only listed sections. If an agency adopts only listed sections, any unlisted section is not adopted by that agency (and normally not enforced by that adopting agency). Check the matrix legend and Chapter 1 for agency scope.
  • The text of § 702.2 and § 703.1 both include the phrase that the requirement is controlled by the enforcing agency (for special inspection and for acceptable documentation). That means the enforcing agency has discretion to require special inspections or to accept alternative documentary evidence when the section is in effect.
  • For some state agencies (for example DSA‑SS as an adopting agency), sections not adopted as mandatory may be treated as voluntary measures — see agency‑specific notes and Chapter 1 references for those special applications.

Common mistakes

  • Assuming the matrix is regulatory: many users mistakenly treat the matrix as the code text. The matrix is an adoption record — the binding requirement remains the code language in the chapter and the enforcing agency’s adoption authority in Chapter 1.
  • Failing to check the correct adopting‑agency column: the matrix lists many state agencies by acronym; use Chapter 1/legend to identify which column corresponds to your project’s enforcing agency.
  • Treating § 702.2 as automatically required on every project: § 702.2 is triggered only when the enforcing agency requires it. Don’t assume special inspection is required unless the enforcing agency (or the adopted matrix for that agency) indicates it.
  • Submitting insufficient documentation under § 703.1: the section lists a variety of acceptable documentation (plans, specs, installer certification, inspection reports, or other methods acceptable to the enforcing agency). If the enforcing agency requires a special form or checklist, include it with the submittal.

  1. Confirm adoption: You check the Chapter 7 Matrix Adoption Table and find the project’s adopting agency column marks adoption of § 702.2 and § 703.1.
  2. Enforcing‑agency requirement: The enforcing agency issues a checklist that specifies special inspections for HVAC duct sealing and equipment installation. Because § 702.2 is adopted and the enforcing agency requires it, the owner must employ one or more special inspectors competent to the enforcing agency’s satisfaction.

    SECTION 702—QUALIFICATIONS

    702.1 Installer training. HVAC system installers shall be trained and certified in the proper installation of HVAC systems including ducts and equipment by a nationally or regionally recognized training or certification program. Uncertified persons may perform HVAC installations when under the direct supervision and responsibility of a person trained and certified to install HVAC systems or contractor licensed to install HVAC systems. Examples of acceptable HVAC training and certification programs include but are not limited to the following:

    1. State certified apprenticeship programs.
    2. Public utility training programs.
    3. Training programs sponsored by trade, labor or statewide energy consulting or verification organizations.
    4. Programs sponsored by manufacturing organizations.
    5. Other programs acceptable to the enforcing agency.

    702.2 Special inspection.

    [HCD] When required by the enforcing agency, the owner or the responsible entity acting as the owner’s agent shall employ one or more special inspectors to provide inspection or other duties necessary to substantiate compliance with this code. Special inspectors shall demonstrate competence to the satisfaction of the enforcing agency for the particular type of inspection or task to be performed. In addition to other certifications or qualifications acceptable to the enforcing agency, the following certifications or education may be considered by the enforcing agency when evaluating the qualifications of a special inspector: 1.

    SECTION 703—VERIFICATIONS

    703.1 Documentation. Documentation used to show compliance with this code shall include but is not limited to, construction documents, plans, specifications, builder or installer certification, inspection reports or other methods acceptable to the enforcing agency which demonstrate substantial conformance. When specific documentation or special inspection is necessary to verify compliance, that method of compliance will be specified in the appropriate section or identified in the application checklist.

Who decides whether § 702.2 (special inspection) applies to my project?

The enforcing agency decides. If the applicable adopting agency has adopted § 702.2 (see the Chapter 7 Matrix Adoption Table) and the enforcing agency requires special inspection for your project, § 702.2 is triggered.

If the matrix doesn’t show an “X” for § 703.1 under my agency, do I still need to submit documentation?

If your agency did not adopt § 703.1, that specific CALGreen verification text is not part of that agency’s adopted code — but the enforcing agency may still require documentation under other applicable authority. Always confirm with the enforcing agency and Chapter 1 adoption rules.

What counts as acceptable qualifications for a special inspector?

§ 702.2 lists examples (state apprenticeship programs, public utility training, trade programs, manufacturer programs, or other programs acceptable to the enforcing agency). The enforcing agency makes the final determination of competence.

Are the Matrix Adoption Tables themselves legally binding code?

No — the matrices are non‑regulatory aides that record which sections agencies have adopted; the legal requirements are the adopted code text and the statutes/authority summarized in Chapter 1.

What should I include for § 703.1 documentation?

Typical items are construction documents, plans, specifications, builder/installer certification, inspection reports, or other methods the enforcing agency accepts. If a section or application checklist specifies a form, include it.
