Is Chapter 7 applicable to my project?

Short answer: **§ 701 is reserved**, so it imposes nothing by itself; whether Chapter 7 requirements (for example installer training in **§ 702.1**) apply to your job depends on whether your enforcing agency has adopted Chapter 7 or made it applicable via administrative cross‑references (check the CALGreen adoption matrix and the applicable 106.x administrative section). file

What the code requires

Chapter 7 of the CALGreen is the chapter on Installer and Special Inspector Qualifications. The general section § 701 in the CALGreen is reserved — it contains no substantive requirements itself, so there is nothing in § 701 that directly imposes work‑scope rules on a project.

Check whether your local adopting authority or a state agency actually enforces Chapter 7; if they do, the chapter’s substantive requirements appear in following sections (for example § 702.1 for HVAC installer training) — not in § 701.

Requirements in detail

What § 701 actually is

  • § 701 (General)RESERVED. There is no text under § 701 in CALGreen; it is a placeholder heading only.

Where the actionable requirements live

  • The operative, enforceable requirements for installer qualifications and special inspections are in the sections that follow § 701 (for example § 702.1 and § 702.2). Whether those sections apply to your project depends on adoption and cross‑references by the enforcing agency.

Decision table — how to decide applicability

Decision dimension Decision value to check Code reference
Does § 701 itself impose duties? No — § 701 is RESERVED § 701
Are installer training rules present in CALGreen? Yes — § 702.1 requires HVAC installer training/certification § 702.1
Are special‑inspection items present in CALGreen? Yes — § 702.2 addresses special inspection § 702.2
Does a state agency reference Part 1 Chapter 7 as an administrative standard? Some state agency applications (OSHPD, etc.) list Part 1 Chapter 7 as applicable — check Sections 106.* for agency scope § 106.1.1, § 106.2.1, § 106.3.1 filefile
Does the chapter apply uniformly statewide? Adoption/coverage varies by adopting agency — consult the CALGreen adoption matrix and local enforcing agency Chapter 7 adoption matrix; selective adoption entries (see chapter table)

Practical checklist to determine applicability

  • Ask the local building department whether they have adopted CALGreen Chapter 7 (or parts of it). The CALGreen adoption matrix shows some adopting agencies adopt entire chapters or selected sections — this is not uniform.
  • If your project is under a state agency (for example OSHPD projects), Part 1 may list Chapter 7 as an applicable administrative standard — check the applicable 106.x section for that agency. file
  • If Chapter 7 (or its sections) is adopted, inspect the actual section text — installer training and special inspection rules are in § 702.1 and § 702.2, not § 701.

Exceptions & special cases

  • State agencies can make Chapter 7 (or parts of it) applicable through administrative cross‑references in the CALGreen administrative sections (for example the OSHPD entries that list Title 24, Part 1 Chapter 7 as applicable). If your project is enforced by one of those agencies, Chapter 7 (or parts) may apply even if a local jurisdiction did not adopt it directly. file
  • The CALGreen adoption matrix shows selective adoption: some agencies adopt the entire chapter, others adopt only selected sections. That means a given project may be subject to only certain §§ (for example § 702.2 or § 703.1) depending on the adopting authority. Always verify which adopting column covers your project.

Common mistakes

  • Assuming § 701 contains substantive requirements. It does not; § 701 is reserved. Confirm whether later sections of Chapter 7 were adopted instead.
  • Assuming Chapter 7 is automatically enforceable on every CALGreen project. Adoption is not uniform; some agencies adopt the full chapter, others adopt parts or none. Always check the local enforcing agency.
  • Overlooking cross‑references in administrative sections (106.x). State agencies (OSHPD, etc.) may make Chapter 7 (Part 1 Chapter 7) applicable to specific facility types via those administrative references. file

Worked example

Scenario: you’re replacing the HVAC units in a 3,000 ft² commercial tenant space in a jurisdiction that has adopted the 2025 CALGreen.

  1. Step 1 — check local adoption: contact the local building department to confirm whether Chapter 7 (or sections of it) is adopted locally. If the department has adopted Chapter 7, the chapter’s qualifications apply; if not, they do not. The CALGreen adoption matrix shows adoption varies by agency.
  2. Step 2 — read the text that will apply: if Chapter 7 (or § 702.1) is adopted by your enforcing agency, then HVAC installers must be trained/certified per § 702.1. That means the contractor (or the supervising certified person) must have the listed training or be state‑certified.
  3. Step 3 — verify special inspection: if your local adoption includes § 702.2, determine whether the new HVAC work triggers any special inspection requirements and, if so, arrange for a qualified special inspector.

If the building is instead an OSHPD‑regulated facility, check the applicable 106.x administrative section for that facility type because Part 1 Chapter 7 is listed as an administrative standard for certain OSHPD applications. In that case, even if the local jurisdiction’s adoption differs, Chapter 7 may be made applicable by the state agency. file

    PART I—ADMINISTRATIVE

    Chapter 1 Scope and Administration.

Chapter 1 establishes the limits of applicability of the code and describes how the code is to be applied and enforced. The provisions of Chapter 1 establish the authority and duties of the code official appointed by the authority having jurisdiction and also establish the rights and privileges of the design professional, contractor and property owner.

    Chapter 2 Definitions.

Chapter 2 is the repository of the definitions of terms used in the body of the code. The user of the code should be familiar with and consult this chapter because the definitions are essential to the correct interpretation of the code and because the user may not be aware that a term is defined.

    PART II—GENERAL SAFETY PROVISIONS

    Chapter 3 General Requirements

General regulations contained in Chapter 3, are intended to improve premises safety for everyone, including construction workers, tenants, operations and maintenance personnel, and emergency response personnel.

Chapter 4 Emergency Planning and Preparedness

Chapter 4 addresses the human contribution to life safety during emergencies. Continuous training and scheduled fire, evacuation and lockdown drills can be as important as the required periodic inspections and maintenance of built-in fire protection features. The level of preparation by the occupants also improves the emergency responders’ abilities during an emergency.

PART III—BUILDING AND EQUIPMENT DESIGN FEATURES

    Chapter 5 Fire Service Features

The requirements of Chapter 5 apply to all buildings and occupancies and pertain to access roads, access to building openings and roofs, premises identification, key boxes, fire protection water supplies, fire command centers, fire department access to equipment, and in-building emergency responder communication system coverage.

Chapter 6 Building Services and Systems

Chapter 6 provides a more systematic view of building systems and services as they relate to potential safety hazards and when and how they should be installed.

Chapter 7 Fire and Smoke Protection Features

The maintenance of assemblies required to be fire-resistance rated is a key component in a passive fire protection philosophy. Chapter 7 sets forth requirements to maintain required fire-resistance ratings of building elements and limit fire spread. Section 701 addresses the basics of what construction elements such as fire barriers and smoke barriers need to be maintained as well as defining the owner’s responsibility. Sections 703 through 708, deals with various fire and smoke protection features that must also be maintained.

Chapter 8 Interior Finish, Decorative Materials and Furnishings

The overall purpose of Chapter 8 is to regulate interior finishes, decorative materials and furnishings in new and existing buildings so that they do not significantly add to or create fire hazards within buildings. This chapter is consistent with Chapter 8 of the CBC, which regulates the interior finishes of new buildings.

Chapter 9 Fire Protection and Life Safety Systems

Chapter 9 prescribes the minimum requirements for active systems of fire protection equipment to perform the following functions: detect a fire, alert the occupants or fire department of a fire emergency, and control smoke and control or extinguish the fire. Generally, the requirements are based on the occupancy, the height and the area of the building because these are the factors that most affect firefighting capabilities and the relative hazard of a specific building or portion thereof. This chapter parallels and is substantially duplicated in Chapter 9 of the CBC; however, this chapter also contains periodic testing criteria that are not contained in the CBC. In addition, the special fire protection system requirements based on use and occupancy found in CBC

Frequently asked questions

Is there any mandatory text in § 701 that I must follow?

No. § 701 in CALGreen is reserved and contains no mandatory requirements. You must look to the subsequent sections (for example § 702.1) and to your local/state adoption to find enforceable obligations.

My project is OSHPD‑regulated — does Chapter 7 apply?

Possibly. OSHPD entries in CALGreen’s administrative sections list Title 24, Part 1 Chapter 7 as an applicable administrative standard for certain facility types; check the specific 106.x section that covers your facility to confirm. file

Who enforces installer training requirements if § 702.1 is adopted?

The local enforcing agency (or the state agency that adopted the section) enforces § 702.1. Confirm with the building department or the responsible state agency which sections they have adopted.

If my jurisdiction did not adopt Chapter 7, can other codes still require installer qualifications?

Yes. Other codes or state agency provisions (or local ordinances) can require training or special inspections. Also check whether Part 1 administrative cross‑references (106.x) make Chapter 7 applicable for your project type. file
