8.52.010 - Permit required.¶
It is unlawful for any person, firm, partnership, company, corporation, association, society, or organization of any kind, to parade in, along or upon any public or private street, parkway, or thoroughfare, or on privately or publicly owned property, without first obtaining a permit from the chief of police, approved by the city manager, to do so.

8.52.020 - Permit—Application.¶
A person seeking issuance of a permit shall file an application with the chief of police on forms provided by him for such purpose. An application for a permit must be filed at least twenty days before the date on which it is proposed to conduct the parade. The chief of police and city manager, where good cause is shown therefor, shall have the authority to consider any late application hereunder which is filed at least five days before the date such parade is proposed to be conducted.

8.52.030 - Permit—Issuance conditions.¶
The city manager shall approve, and the chief of police shall issue a permit as provided for hereunder when, from a consideration of the application and from such other information as may otherwise be obtained, they find that:
A. The conduct of the parade will not substantially interrupt the safe and orderly movement of other traffic contiguous to its routes;
B. The conduct of the parade will not require the diversion of so great a number of police officers of the city to properly police the line of movement and the areas contiguous thereto as to prevent normal police protection to the city;
C. The conduct of such parade will not require the diversion of so great a number of ambulances as to prevent normal ambulance service to portions of the city other than that to be occupied by the proposed line of march and areas contiguous thereto;
D. The concentration of persons, animals and vehicles at assembly points of the parade will not unduly interfere with proper fire and police protection of, or ambulance service to areas contiguous to such assembly areas;
E. The conduct of such parade will not interfere with the movement of fire-fighting equipment en route to a fire;
F. The conduct of the parade is not reasonably likely to cause injury to persons or property, to provoke disorderly conduct or create a disturbance;
G. The parade is scheduled to move from its point of origin to its point of termination expeditiously and without seasonable delays en route;
H. The parade is not to be held for the sole purpose of advertising any product, or goods, and is not designed to be held solely for private profit.

8.52.040 - Permit—Action on application.¶
The chief of police and the city manager shall act upon the application for a permit within ten days after the filing thereof, except for a late application which shall be acted upon within two days after the filing thereof. If the application is rejected, the chief of police shall immediately mail to the applicant a notice of rejection, stating the reasons for denial.

8.52.050 - Permit—Denial of application—Alternate permit.¶
In denying an application for a permit, the chief of police, with the approval of the city manager, shall be empowered to authorize the conduct of the parade on a date, at a time, or over a route different from that named by the applicant. An applicant desiring to accept an alternate permit shall, within five days after notice of such decision, file a written acceptance with the chief of police. An alternate permit shall conform to the requirements of, and shall have the effect of a permit.

8.52.060 - Permit—Contents.¶
Each permit issued shall state the following information:
A. Starting time;
B. Minimum and maximum speed;
C. Maximum interval of space to be maintained between the units of the parade;
D. The portions of the streets, parkways or property to be traversed that may be occupied by the parade;
E. The maximum length of the parade in miles, or fractions thereof; and
F. Such other information as the chief of police finds necessary advisable.

8.52.070 - Permit—Exemptions.¶
The provisions of this chapter shall not apply to:
A. Funeral processions;
B. Students going to and from school classes or participating in educational activities, provided such is under the immediate direction and supervision of proper school authorities; or
C. A government agency acting within the scope of its functions.
