8.48.010 - License required.¶
It is unlawful for any person to operate or use a bicycle, as the same is defined in Section 39000 of the California Vehicle Code, upon any of the streets, alleys or public highways of the city, without first obtaining from the city a license therefor.

8.48.020 - License—Issuance.¶
The chief of police, or persons designated by him, is authorized and directed to issue, upon written application, bicycle licenses which shall be effective for the term provided for in Section 39001 of the Vehicle Code of the state. All licenses issued by the city prior to the effective date of this section shall expire on December 31, 1978. The licenses when issued shall entitle the licensee to operate such bicycle for which the license has been issued, upon all streets, alleys and public highways, exclusive of the sidewalks thereof, in the city. Any bicycle not required to be licensed by Section 8.48.010 may be licensed upon request of the owner.

8.48.030 - License—Indicia of license.¶
In accordance with Division 16.7 (commencing with Section 39000) of the Vehicle Code of the state, the city shall distribute the indicia of license issued by the state for bicycles. The city shall keep a record of such license which shall contain all the information required by the California Vehicle Code, Section 39005, including the license number, the serial number of the bicycle, the make, type and model of the bicycle, and the name and address of the licensee. Such records shall be maintained by the city during the period of validity of the license or until notification that the bicycle will no longer be operated.

8.48.040 - Dealers' reports and requirements.¶
A. Each bicycle retailer shall provide to each purchaser of a bicycle, whether new or secondhand, a record of the following information: Name of retailer, address of retailer, year and make of bicycle (when such can be determined, and serial number of bicycle.
B. The police department is authorized to license any dealer engaged in the business of selling bicycles, to permit the dealer to issue bicycle licenses on behalf of the city. Each such license shall be according to such terms and conditions as are deemed necessary to secure the goals of the bicycle licensing provisions of this chapter and the California Vehicle Code, and the form thereof shall be approved by the city manager and the city attorney. Each license shall provide that the issuing business shall collect the bicycle license fees for such licenses issued, and a portion of each such fee, in an amount to be determined by the city manager, may be retained by the issuing dealer as compensation for the services performed under this section. Any dealer issuing licenses under this section shall keep records of all licenses issued and shall report the information required by this chapter for license issuance to the police department at least once each calendar month. All fees or portions thereof which the dealer has collected and is not entitled to retain shall be accounted for and submitted to the police department with each monthly report. All records maintained by dealers relating to bicycle license issuance shall be open to inspection upon demand of any peace officer.
Any dealer licensed to issue bicycle licenses under this section shall display a sign, in a form prescribed by the chief of police, advising purchasers of bicycles of their duty to license said bicycles, the fees for licensing, and indicating that the dealer is licensed to issue such licenses. The sign or signs shall be prominently displayed in the portion of the dealer's premises which is dedicated to the sale of bicycles.
C. Nothing in this section shall be construed to eliminate any duty imposed upon bicycle retailers by virtue of Vehicle Code Section 39007.

8.48.050 - Sale or transfer of ownership.¶
It shall be the duty of every person, other than a dealer in the business of selling bicycles, who sells or transfers ownership of any bicycle to report such sale or transfer by returning to the police department the registration card issued to such person as licensee thereof together with the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made within ten days within the date of sale or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration therefor within ten days of the sale or transfer.

8.48.060 - Tampering with frame number or license plate, seal or registration card unlawful.¶
It is unlawful for any person to willfully or maliciously remove, destroy, mutilate or alter the number of any bicycle a licensed pursuant to this chapter. It is also unlawful for any person to remove, destroy, mutilate or alter any license plate, seal or registration card during the time in which such license plate, seal or registration card is operative; provided, however, that nothing in this chapter shall prohibit the police department from stamping numbers on the frames of the bicycles on which no serial number can be found, or on which said number is illegible or insufficient for identification purposes.

8.48.070 - License and transfer fees.¶
The fee to be paid for each new bicycle license and registration certificate, and for the transfer of the registration certificate upon the change of ownership, shall be paid in advance and shall be in the amount as prescribed by city council resolution. All license fees collected under this chapter shall be paid into a special fund which is to be used only for the purpose of improving bicycle safety programs and establishing facilities, including bicycle paths and lanes, within the limits of the city, after deducting therefrom the actual cost of the operation and administration of the bicycle licensing program prescribed by this chapter. Revenues derived from the licensing fees may be used to reimburse retailers for services rendered in furtherance of the program.

8.48.080 - No conflict with Vehicle Code.¶
Nothing in this chapter shall be construed to be in conflict with any portion of Division 16.7 of the Vehicle Code of the state (Section 39000, et seq.), and in the event this chapter is deemed to be in conflict with the Vehicle Code, the Vehicle Code shall prevail.

8.48.090 - Parking zones.¶
When the traffic engineer determines that the establishment of a bicycle parking zone is necessary for the regulation of traffic or to provide facilities for the temporary parking of bicycles being operated upon public streets, or to safeguard life or property, he is authorized to set aside a space on the street for parking of bicycles during such hours of such days as are found by him to be best suited for the accomplishment of the purposes set forth in this section. When a bicycle parking zone is so established, the traffic engineer shall cause appropriate signs to be posted thereat during such hours, giving notice that parking of other vehicles is prohibit.
