8.20.010 - Chapter not exclusive.

The provisions of this chapter imposing a time limit on standing or parking of vehicles shall not release any person from the duty to observe other and more restrictive provisions of the California Vehicle Code or the Ordinances of this city, prohibiting or limiting the standing or parking of vehicles on specified places or at specified times.

8.20.020 - Willfully interfering with legal enforcement of parking spaces.

It is unlawful to willfully interfere with legal enforcement or metered or time-limited parking spaces, including but not limited to covering up of license plates, permits, erasing chalking or other markings made by any police officer or other employee or officer of this city from tires by any means other than to leave the parking space and drive along the street.

8.20.030 - Parking meters—Parking meter zone established.

Under the authority of California Vehicle Code section 22508, the council of the city of Vallejo shall by ordinance, immediately and hereafter from time to time as traffic conditions require, establish zones to be known as "parking meter zones," and upon such streets or portions of streets of the city of Vallejo as are selected for the location of the parking meter zones, shall cause parking meters to be installed and shall cause parking meter spaces to be designated as hereinafter provided. The council may change or eliminate any of said zones by ordinance.

8.20.040 - Parking meters—Installation authority.

The city manager, or his or her designee, is authorized to install or place parking meters in such parking meter zones provided for herein, or to be provided for hereafter, and the city manager is authorized to maintain said meters in good workable condition. Regulation and control of parking or standing of vehicles may be by parking meters, attendants, pay machines or other appropriate means or technologies.

8.20.050 - Parking meters—Placement—Indication of time limit.

Parking meters installed in the parking meter zones established, as provided in Section 8.20.030, shall be placed immediately adjacent or in close proximity to individual parking spaces hereinafter described. Each parking meter shall be placed or set in such manner as to display or confirm by other means that the parking space controlled by the meter is or is not legally in use. Even in cases where parking meters are not installed, each parking meter device shall be set to display or confirm by other means, upon the completion of the payment transaction, 1) the amount of time purchased for legal parking for that period of time conforming to the limit of parking time which has been or may be established for that parking meter zone upon which said parking meter device controls, and 2) shall continue to display or confirm by other means the amount of time purchased from the time of the completion of payment transaction, therein until the expiration of the time fixed as the parking limit for the part of the street or lot upon which said meter is placed. Each meter device shall also display or confirm by other means, the expiration of said legal parking time and that the lawful parking period has expired.

8.20.060 - Parking meters—Parking spaces—Designation.

The city manager, or his or her designee, is authorized to have lines or markings painted or placed upon the lot or curb and/or the street adjacent to any parking meter for the purpose of designating the parking space for which the meter is to be used, and each vehicle parking alongside of or next to any parking meter shall park within the lines or marking so established. It is unlawful and a violation of this title to park any vehicle across any such line or marking or to park said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

8.20.070 - Parking meters—Parking spaces—Deposit of payment.

It is unlawful to park any vehicle in any space controlled by a parking meter located in accordance with the provisions of this title, without immediately initiating the payment transaction using some form of legal payment of the United States and operate the parking meter in accordance with the instructions thereon.

8.20.080 - Parking meters—Hours of operation.

Parking meters in parking meter zones, shall be operated in said parking meter zones every day, excluding Sundays and holidays, between the hours of nine a.m. and six p.m.

8.20.090 - Parking meters—Overtime parking prohibited.

A vehicle will be deemed to have been stopped, parked or left standing for longer than the time allowed in this section, if it has not been moved at least out of the block face following the expiration of the posted time limit in a timed parking zone. A block face consists of the legal parking spaces on both sides of the street on a block in which the vehicle is parked, bounded by an intersection at each end. A vehicle may not re-park in the same block face sooner than a timeout period equal to double the posted time limit following the time at which a vehicle was initially parked.

8.20.100 - Parking meters—Collections and maintenance.

It shall be the duty and responsibility of the city manager to appoint a designee to make collections from and maintain parking meters.

8.20.110 - Parking meters—Installation in parking meter district.

Parking meters shall be installed for parking meter zones, except spaces in red, white, or yellow zones, and excepting zones designated by the traffic engineer. The city council, by resolution, may exclude the installation of parking meters, in the parking meter zone, in green zones existing or hereafter established adjacent to buildings used exclusively by any public agency for public or governmental purposes.

8.20.120 - Parking meters—Parking spaces—Parking when meter expired.

It is unlawful to park, or permit to be parked, in a metered parking space any vehicle, except a commercial vehicle when loading or unloading materials during any time the parking meter is showing a signal indicating that such space is illegally in use other than such time immediately after the original occupancy as is necessary to operate the parking meter to show legal parking. The time of loading or unloading shall not exceed twenty minutes.

8.20.130 - Parking meters—Operation.

Every person who operates a parking meter shall be responsible for establishing confirmation that the payment transaction has successfully completed. It is unlawful for any person to complete a payment transaction via a parking meter without the consent or knowledge of the owner or operator of the vehicle parked in the space for which the payment transaction is designated.

8.20.140 - Parking meters—Tampering with is unlawful.

It is unlawful for any unauthorized person to open, or for any person to tamper with or impair the usefulness or appearance of any parking meter.

8.20.150 - Parking meters—Attaching to or leaning objects against unlawful.

It is unlawful for any person to attach anything to or allow a bicycle, newsrack, or other article or thing to lean against a parking meter or parking meter standard.

8.20.160 - Parking lots—Parking spaces—Designation.

The city manager, or his or her designee, is authorized to have lines or markings painted or placed upon the parking lot for the purpose of designating the parking space each vehicle parking shall park within the lines or marking so established. It is unlawful and a violation of this title to park any vehicle across any such line or marking or to park said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

8.20.170 - Parking lot—Oversized vehicles and trailers unlawful.

It is unlawful for any person to stop, stand, or park any vehicle in a parking lot if the vehicle is considered oversized, which is defined as having a gross weight in excess of six thousand pounds, or an overall length in excess of twenty-one feet, or is a house trailer or is a truck trailer, unless:

A. It is attached to a boat trailer for the purpose of removing a boat from such trailer or placing a boat upon such trailer in designated spaces in Lot M and,

B. The prior written approval of the harbormaster has been obtained.

8.20.180 - Paid program parking area—Downtown.

A. The paid program parking area—downtown includes the parking lots to be designated by city council resolution. The designated parking lots are subject to the rules and regulations of this title and of the city of Vallejo Parking Program.

B. Parking in the paid program parking area—downtown may only occur in authorized parking areas, and is subject to the payment of a fee to be set by council resolution. Individuals wishing to park must locate an available parking spot, park, and pay the required fee at the pay machine. Parking without paying the required fee is prohibited.

C. Downtown residents may qualify for a discounted downtown resident fee pursuant to regulations established by the city manager.

8.20.185 - Paid program parking area—Waterfront.

A. The Paid program parking area—waterfront includes the parking lots and structure(s) to be designated by city council resolution. The designated parking lots are subject to the rules and regulations of this title and of the city of Vallejo Parking Program.

B. Parking in the paid program parking area—downtown may only occur in authorized parking areas, and is subject to the payment of a fee to be set by council resolution. Individuals wishing to park must locate an available parking spot, park, and pay the required fee at the pay machine. Parking without paying the required fee is prohibited.

8.20.186 - Paid program parking area—Time limits.

Parking in paid program parking areas is limited to a maximum of five consecutive days, (one hundred twenty consecutive hours), unless a current, valid residential or marina berther parking permit has been issued by the city.

8.20.187 - Time limited parking lots.

A. The time limited parking lots are subject to a time limit on parking in addition to applicable rules and regulations contained in this title and in the city of Vallejo Parking Program:

B. It is prohibited to park in a time limited parking Lot for more than the applicable posted time limit as designated by the traffic engineer pursuant to Section 8.08.060 except that:

a. The city manager may issue a limited number of parking permit hangtags to business owners adjoining lot A to facilitate employee on duty parking.

b. The exemptions set forth in Section 8.12.020 and in applicable state law apply to these lots.

8.20.190 - Parking lot—Pay machines.

When fees have been established and pay machines have been installed in parking lots, pay machines shall post the amount of fees to be paid.

8.20.200 - Parking lot—Parking fees.

The city council shall establish or modify fees for parking within parking lots by resolution. When such fees have been established signs shall be posted in parking lots on pay machines giving such notice.

8.20.210 - Parking lot—Prohibited activities.

It is unlawful for any person to ride upon any bicycle, scooter, roller skate or skates, skateboard or other similar contrivance, or to play any game of ball or engage in other sports activity in or on any parking lot.

It is unlawful for any person to enter, be upon, or remain upon the premises of any municipal parking lot or structure unless that person is on the premises for the purpose of actively parking a vehicle or retrieving a vehicle. This section shall not apply to city employees acting within the course and scope of their employment, or any other person authorized to enter by the city.

8.20.220 - Parking lot—Maximum speed limit.

It is unlawful for any person to drive a vehicle in excess of the posted speed limit or contrary to the posted traffic pattern or posted traffic control devices.

8.20.230 - Parking lot—Disabled parking.

The provisions of California Vehicle Code Section 22507.8 shall be applicable to all parking lots and facilities owned or operated by the city if, immediately adjacent to and visible from each stall or space designated for the physically handicapped and/or disabled veterans in said lots and facilities, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, unless the vehicle occupying such space or stall displays either one of the distinguishing license plates or a placard issued pursuant to California Vehicle Code Section 22511.5, or to disabled veterans as specified in California Vehicle Code Section 9105. Such space or stall shall also have a blue curb or space markings, or both.

8.20.240 - Marina parking lot.

Regulation of parking in the Vallejo Municipal Marina parking lots are subject to the provisions of Vallejo Municipal Code Chapter 2.68.

8.20.250 - Residential limited parking area—Vallejo High.

The area surrounding Vallejo High School as identified in Resolution 97-282, which is incorporated by this reference, is designated a residential limited parking area. Parking within that area is restricted as set forth therein.

8.20.260. - Time limited on street parking.

Pursuant to VMC 8.08.060, the traffic engineer shall determine the location of time limit parking restrictions for on street parking in the downtown area.
