8.08.010 - Administration and enforcement.¶
Subject to the administrative supervision of the city manager, the public works director and the police chief shall have the authority and responsibility for administering and enforcing this title, as hereinafter provided.

8.08.020 - Traffic bureau—Head and officers.¶
The police chief may designate an officer of his department as head of a traffic bureau. The police chief may detail other officers to duty in the traffic bureau whenever he deems it necessary.

8.08.030 - Traffic bureau—Duties.¶
It shall be the duty of the traffic bureau to:
A. Supervise and conduct training of all police officers in traffic administration;
B. Supervise through regular command channels the department's enforcement of traffic laws, ordinances, and regulations;
C. Keep the police chief informed of the status of traffic administration at all times;
D. Coordinate the police department's traffic administration activities with those of the public works department, generally, and with the traffic engineer, specifically;
E. Supervise the recording and operate the filing and analysis of traffic accident reports and prepare an annual traffic safety report containing conventional statistics on the subject.

8.08.040 - Installation and maintenance of traffic control devices.¶
Subject to the administrative approval of the city manager, the public works director shall install and maintain traffic control devices, and, as required, remove, relocate or discontinue such devices.

8.08.050 - Traffic engineer—Designation.¶
The public works director shall designate the city engineer or another qualified engineer of the engineering division as the traffic engineer.

8.08.060 - Traffic engineer—Duties and authority.¶
It shall be the duty and authority of the traffic engineer, in addition to his other duties, to:
A. Specify and supervise gathering, recording, analysis and use of data pertaining to the regulation of traffic and parking and to analyze traffic accident data;
B. Coordinate concerned activities of the public works department with those of the police department;
C. Use modern traffic engineering methods to determine and plan the location and application of the following traffic control devices and regulations:
Days and hours of operation and time-phasing of traffic signals,
Designation of streets on which commercial vehicle use will be prohibited or restricted,
Guide, lane and space markings,
Loading zones,
No-parking zones,
Prohibited parking,
Regulation or prohibition of parking adjacent to public buildings and on any off-street public property,
Stop signs,
Time limit parking restrictions,
Truck routes,
Approval of a traffic plan or design prior to construction or improvement, when the traffic plan or design is not otherwise to be considered by the city council.
