8.24.010 - Prohibited or restricted in certain places—Exceptions.¶
A person shall not stop, stand, or park a vehicle:
A. Where signage requires a permit and/or pay for parking for designated time periods;
B. Except a licensed taxicab, in a taxicab stand;
C. Except a passenger bus or licensed jitney in a bus stop zone
D. On any street, alley or parkway for the principal purpose of:
- Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency;
E. On any off-street public property unless a traffic control device indicates that such action is permitted, and then only in accordance with directions of such traffic control device;
F. Except as otherwise provided herein, in any red zone;
G. In any loading zone, except while in the process of loading or unloading passengers or materials;
H. In any alley except while in the process of loading or unloading passengers or materials in the alley, and further except for vehicles which display a distinguishing license plate or placard issued by the department of motor vehicles to disabled persons pursuant to Section 22511.5 of the Vehicle Code, or to disabled veterans as specified in Section 9105 of the Vehicle Code when parked, stopped or standing within spaces marked and posted for use only by disabled persons and veterans;
I. In any limited-time parking space for a number of consecutive minutes greater than the number of minutes legally permitted;
J. In such a manner that any part thereof extends outside of or beyond the designated parking space or into any traffic lane or pedestrian crosswalk, whether marked or unmarked;
K. Of more than six thousand pounds of gross weight, or which is not self-propelled, or any piece of construction equipment or any vehicle or object more than seven feet wide, or more than thirty-five feet long, between the hours of ten a.m. and ten p.m. in the central traffic district except in a rear alley when loading or unloading on any day except Sundays and holidays without written permission of the police chief;
L. Removed in its entirety;
M. Parking shall be prohibited on any street for street cleaning purposes when authorized signs are in place giving notice thereof;
N. On any street, alley or off-street city parking lot with a grade of three percent or more without first:
Setting the emergency brake;
Turning the wheels to the curb;
Engaging the transmission in "PARK" or adverse gear, or by blocking the wheels in a manner to hold the vehicle stationary under all conditions;
O. Removed in its entirety;
P. Parking spaces in municipal off-street parking lots may be designated by lines or other appropriate markings. When parking spaces are so designated, it is unlawful for the operator of a vehicle to stop, stand, or park the vehicle other than in a regularly designated space, across any such lines or markings, or in such a position that the vehicle shall not be entirely within the area so designated as a parking space. No vehicle shall be parked, stopped, nor shall stand either wholly or partially in any driveway or aisle of any municipal off-street parking lot or in any manner which shall obstruct or interfere with the free movement of vehicles in such driveway or in any manner so as to obstruct or otherwise prevent or interfere with ingress to or egress from any regularly designated parking space. No single vehicle (vehicle without a boat trailer attached) shall be parked in any parking stalls, except those specifically designated for single vehicle parking;
Q. A person shall not stop, stand, or park a house car, bus, camp trailer, mobile home, motor truck having a manufacturer's rated capacity in excess of three-quarters ton, school bus, semitrailer, trailer, trailer coach, or truck tractor, either attached or unattached, on any street, alley or parkway in a residence district as same is defined in Section 515 of the Vehicle Code of the state, unless such vehicle is actively engaged in the delivery or receipt of appliances, equipment, furniture, household goods, materials, merchandise, passengers or supplies at an adjacent commercial establishment, designated loading area, lot, office building, or residence, and then only for such period of time that the loading or unloading operation is actually in progress;
R. A person shall not stop, stand or park a vehicle on any unpaved parcel of real property, or unpaved portion of a parcel of real property which parcel or portion thereof is adjacent to any public street, sidewalk or other public way; provided, however, that nothing in this subsection shall be construed to prevent the parking of a vehicle in a residential zone on a drive approach to a garage or other durable or permanent driveway, apron, or paid installed for the purpose of parking such vehicle;
S. No owner, lessee, or other person having lawful possession of any unpaved parcel of real property or of a parcel with substantial unpaved portions, which use of said parcel is found to be a nuisance by the public works director shall use such parcel, or unpaved portion of such a parcel for parking, stopping or standing of motor vehicles, nor shall the owner, lessee, or other person having lawful possession permit the unpaved parcel or unpaved portion thereof to be used for the parking, stopping or standing of motor vehicles, either by express permission or by failure to erect suitable barriers to prevent such use; provided, however, that nothing in this subsection shall be construed to prevent the parking of vehicles in a residential zone on a drive approach to a garage or other durable or permanent driveway, apron, or pad installed for the purpose of parking such vehicles;
T. A person shall not stop, stand, or park a car, bus, camp trailer, mobile home, school bus, semitrailer, trailer, trailer coach, truck tractor, either singly or in combination, or a motor truck having a gross vehicle weight of ten thousand pounds or more on any public street or alley during all hours of the day. This subsection shall not apply to a commercial vehicle while such vehicle is actively engaged in the delivery or receipt of appliances, equipment, furniture, household goods, materials, merchandise, passengers or supplies at an adjacent commercial establishment, designated loading area, lot, office building, or residence, and then only for such period of time that the loading or unloading operation is actually in progress or when parked in connection with, and in aid of, the performance of a service to or on a property in the block on which such vehicle is parked for a period reasonably necessary to complete such service when signs or markings are in place giving adequate notice thereof;
U. A person shall not park, stop, or stand any vehicle exceeding a height of six feet (including any load thereon) within one hundred feet of an intersection during all hours of the day when signs or markings are in place giving adequate notice thereof.
V. Whenever an ordinance prohibits the stopping, standing or parking of vehicles on certain streets or highways, or portions thereof, during specified hours of the day, and authorized signs or other markings are in place giving notice thereof, no person shall stop, stand or park any vehicle on or along those streets or highways, or portions thereof, to which such prohibition applies.

8.24.020 - Zoned parking.¶
Every vehicle parked on a street, portion of a street or a municipal off-street parking lot shall be parked in accordance with zones marked. Every vehicle parked on a street or portion of a street, other than a street or portion of a street where angle parking is permitted, shall be parked parallel with the curb or pavement edge and shall have its front facing in the direction in which vehicles in the nearest adjacent traffic lane are permitted to travel on the side of the street where parked.

8.24.030 - Taxi stands authorized and established.¶
Taxi stands shall be authorized and established as provided in the taxicab ordinance of the city.

8.24.040 - Taxi stands and bus zones—Indication.¶
Taxi stands and bus zones shall be indicated by red or white paint on the tops of all curbs within such zones and shall be marked or signed "Taxi" or "Bus Zone" respectively.

8.24.050 - Curb markings described.¶
Curb markings shall have the following meanings:
A. "Red" means no stopping, standing or parking at any time except as permitted by the California Vehicle Code and except that a bus or jitney may stop in a red zone marked or signed as a bus zone.
B. "Yellow" means no stopping, standing or parking at any time between eight a.m. and ten p.m., unless otherwise posted by signs, pavement or curb markings, for any reason other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall consume no more than three minutes, and the loading or unloading of materials shall consume no more than twenty minutes.
C. "White" means no stopping, standing or parking at any time of any day for any purpose other than loading or unloading of passengers which shall not exceed three minutes, except that licensed taxicabs may park or stand in a designated taxi stand longer than three minutes.
D. "Green" means no stopping, standing or parking for more than time specified on curb markings or signs posted.
Time limit for parking in green zones which are located in parking meter areas shall be for not less than twelve minutes nor more than twenty-four minutes.
Time limit for parking in green zones which are located outside of parking meter areas shall be for fifteen minutes or twenty minutes, whichever is deemed to best serve the needs of the adjacent businesses, but in no case shall the time exceed twenty minutes.
Green zones may be installed on the curb in front of the following public buildings or types of businesses, and no others, when the need for short term, high turnover parking is determined by the traffic engineer:
a. City hall;
b. Public library and branch libraries;
c. Post office;
d. Main branch county office building;
e. Federal government office buildings;
f. Dry cleaning establishments;
g. Retail package liquor stores;
h. Drugstores;
i. Banks and other financial institutions;
j. Utility company offices;
k. Insurance agencies;
Green zones which are existing in place at the time of adoption of the ordinance codified in this section, and which are not specified in Division 3, may remain in place until the business which the zone serves vacates the premises, at which time it shall be removed.
When building usage changes to one not specified in Division 3, the traffic engineer shall cause to be removed any green zones which were installed.
E. "Blue" means no stopping, standing or parking at or during the time indicated on curb markings or signs posted, except for vehicles which display a distinguishing license plate or placard issued by the Department of Motor Vehicles to handicapped persons pursuant to Section 22511.5 of the Vehicle Code of the state, or to disabled veterans as specified in Section 9105 of said Vehicle Code.

8.24.060 - Permission for loading and unloading materials—Application.¶
Permission granted in this chapter to stop or stand a vehicle for the purpose of loading or unloading of materials applies only to commercial deliveries, express and parcel post packages and United States mail.

8.24.070 - Permission for stopping to load passengers includes baggage.¶
Permission granted in this chapter to stop and park for the purpose of loading passengers includes personal baggage thereof.

8.24.080 - Bus zones—Length—Location.¶
No bus zone shall exceed fifty feet in length, except that when evidence has been presented to the public works director showing the necessity therefor, he may direct extension of a bus zone to a maximum length of eighty feet. A bus zone shall not be established opposite and to the right of a safety zone.

8.24.090 - Designation of disabled persons' and veterans' loading zones.¶
For the purpose of implementing Vehicle Code Section 22507.8(c)(2), or any successor statute thereto, prohibiting the parking or standing of vehicles so as to obstruct access to disabled persons' and disabled veterans' parking spaces, any area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines is hereby designated for the loading and unloading of vehicles parked in the stall or space.

8.24.100 - Disabled parking fee.¶
A. No person shall violate the disabled parking related regulations set forth in California Vehicle Code Sections 4461 or 22507.8. Any person cited for violating any provision of California Vehicle Code Sections 4461 or 22507.8 shall, in addition to any fine imposed by those sections, be assessed an additional penalty of one hundred dollars.
B. A violation of this section shall be an infraction punishable solely by the imposition of the fine set forth in subsection (A) of this section.
C. All revenue generated from the imposition of the penalty set forth in subsection (A) of this section shall be used to implement the enforcement provisions of the Vehicle Code relating to disabled parking spaces and placards within the city of Vallejo, and may not be used to supplant funds used for other general parking enforcement purposes.
