5.53.030 Exemptions¶
5.53.040 Prohibition on Fee¶
5.52.010 Authority to Charge Fees¶
The City Council finds that the use of certain
public facilities, including but not limited to,
City parks and recreational facilities, the
Community Amphitheater, the Community
Center and the City Hall Council Chambers,
hereinafter referred to as “City Facilities”,
results in wear and tear and increases the
frequency of and need for maintenance on said
City Facilities. The City Council further finds
that fairness and equity require that individuals
and organizations who wish to utilize City
Facilities must be charged a fee to offset the
estimated reasonable costs incurred by the City
for wear and tear, increased maintenance and
other costs associated with such use.

5.52.020 Schedule of Fees.¶
Prior to the effective date of the ordinance enacting this Chapter 5.52, the City Council shall adopt by resolution a Schedule of Fees for the use of City Facilities. The Schedule of Fees may be periodically updated at a public meeting of the City Council. (Ord. 861 1, 2017)
5.52.030 Exemptions or Partial Fee¶
Waivers.
(a) Use of the City Council chambers
during normal business hours by
governmental
entities
with
the
permission of the City Administrator
shall be exempt from this Chapter.
(b) The Ripon Chamber of Commerce
may continue to utilize its fee
exemption for the Almond Blossom
Festival, 4th of July event and the
annual Hot Air Balloon event.
(c) Any
recognized
non-profit
organization which, prior to the
effective date of the ordinance
enacting this Chapter 5.52 had been
granted a partial fee waiver in
connection with its use of the
Community Center or Stouffer Hall
may continue to utilize its partial fee
waiver (1/2 price) notwithstanding
this Chapter.
(d) City staff may allow additional
Ripon-based non-profit entities the
same partial fee waiver set forth in
subsection (c) provided (i) more than
one half of the non-profit entity’s
members reside within the City
limits, (ii) the entity is a recognized
non-profit entity under the Internal
Revenue Code, (iii) the entity’s
primary purpose is
to provide
services and resources to benefit
Ripon residents, and (iv) the entity
has been operating and conducting
regular meetings within the City of
Ripon. (Ord. 861 1, 2017)
5.52.040 Prohibition on Fee Waivers¶
From and after the effective date of the ordinance enacting this Chapter 5.52, and except as expressly provided in this Chapter, neither City staff nor the City Council shall have the authority to waive, reduce or grant exemptions from any fee established pursuant to this Chapter, including but not limited to those fees set forth on the Schedule of Fees.
