(A) The City Manager shall be the chief executive officer and administrative head of the government of the city, under the direction and control of the City Council, except as otherwise provided in this article. He or she shall be responsible for the efficient administration of all the affairs of the city which are under his or her control.
(B) In addition to his or her general powers, and not as a limitation thereon, it shall be his or her duty and he or she shall have the powers set forth in the following sections.

§ 2.14-1 ESTABLISHMENT OF RULES, REGULATIONS AND PROCEDURES.¶
The City Manager is empowered to establish, from time to time, the rules, regulations and procedures, not inconsistent with the provisions of this code or state law, as he or she may deem necessary in the discharge of his or her responsibilities governing the function, conduct and operation of the several offices, departments, commissions and boards of the city and shall so inform the City Council of the actions.

§ 2.14-2 DELEGATION OF AUTHORITY BY CITY MANAGER AUTHORIZED.¶
Whenever the City Manager is empowered, by ordinance or resolution, or by this code, to perform some act, including, but not limited to actions relating to purchasing and personnel, he or she may delegate the authority to perform the act on his or her behalf to other city officers or employees as he or she shall designate and shall so inform the City Council of the actions. Actions of the persons so designated shall be performed on behalf of and shall be deemed to be the performance of the City Manager.
