§ 13.75 PURPOSE.

This article is adopted for the purpose of facilitating the parking of motor vehicles by disabled persons.

§ 13.76 GENERAL.

(A) The Traffic Safety Committee of the city shall recommend to the City Council locations of parking spaces for the disabled.

(B) Upon approval by the City Council, the Director of the California Department of Transportation shall properly mark and sign parking spaces for the disabled.

§ 13.77 MARKINGS AND SIGNS.

The designated disabled parking spaces shall be marked and signed in accordance with the following requirements:

(A) Fainting a profile view of a wheelchair with occupant in white on a blue background on the ground in the space; and (The profile view shall be located so that it is visible when a vehicle is properly parked in the space.)

(B) Posting, immediately adjacent to and visible from each space, a sign consisting of a profile view of a wheelchair with occupant in white on a blue background.

§ 13.78 DISABLED PERSONS, VETERANS, DEFINED.

For the purpose of this article, the following definition shall apply unless the context clearly indicates or requires a different meaning.

DISABLED PERSONS. Those persons described in California Vehicle Code § 22511.5 and whose vehicles which display a distinguishing license plate or a placard issued pursuant to California Vehicle Code § 22511.5 or disabled veterans, as specified in California Vehicle Code § 9105.

§ 13.79 DESIGNATED SPACES IN OFF-STREET PARKING FACILITIES; DISPLAY OF VEHICLE PLACARD…

The Traffic Safety Committee of the city may also recommend stalls or spaces in any off-street parking facility owned or operated by the city for exclusive use of disabled persons. Where the off-street parking facilities have designated parking stalls for disabled persons, appropriate signs shall be erected as provided by California Vehicle Code § 22511.8 and vehicles which are parked in designated areas which do not display one of the distinguishing placards or license plates specified in that section may be removed therefrom in the manner set forth in that section.

§ 13.80 DUTY OF TRAFFIC SAFETY COMMITTEE TO RECOMMEND SIGNS.

In any case, the traffic safety committee may recommend the erection of signs of appropriate size and design to indicate that parking spaces are reserved for disabled persons.

A violation of any provision of this article shall be an infraction and punishable as such.
