§ 2.54 CREATION.¶
There is created and established a City Planning Commission which is named, City of Red Bluff Planning Commission, and which is referred to in this chapter as “Commission.”

§ 2.55 COMPOSITION; APPOINTMENT.¶
(A) The Planning Commission shall consist of five members to be appointed by the City Council.
(B) The City Council may, by resolution, appoint advisory members who shall be city officers, employees or members of the City Council. The advisory members shall have no vote.

§ 2.56 TERMS OF OFFICE; VACANCIES.¶
Members of the Commission shall be appointed by the City Council, who may consider recommendations of the Commission members. Appointments shall be made subject to the following provisions:
(A) The terms of all Commissioners shall be for three years and shall expire on December 31.
(B) A vacancy on the Commission shall occur when any member dies, resigns or is removed.

§ 2.57 REMOVAL.¶
A member may be removed from the Commission by a majority vote of the City Council. A member is disqualified and automatically removed from office if he or she is absent from two consecutive meetings of the Commission without the prior consent of the Chair of the Commission. The City Council, it its discretion, may rescind the automatic removal provided herein and reappoint the subject member to the Commission.

§ 2.58 PLANNING COMMISSION MEETINGS.¶
(A) The Planning Commission shall hold and conduct regular meetings at City Hall on the fourth Tuesday of each and every calendar month and may adjourn the meetings from time to time as necessary or desired.
(B) The regular meetings shall be held at 5:30 p.m. in the Council Chambers in City Hall, 555 Washington Street, Red Bluff, California.
(C) Regular meetings of the Planning Commission may be cancelled by posting and distributing advance notice thereof in compliance with California Government Code §§ 54954.1 and 54954.2.

§ 2.59 ORGANIZATION; RULES, RECORDS.¶
The Commission shall annually appoint the Chairperson and Vice Chairperson and adopt rules for the transaction of business. The Community Development Director or his/her designee shall serve as the Secretary of the Planning Commission and shall keep a public record of all Planning Commission resolutions, transactions, findings and determinations.

§ 2.60 FUNCTIONS, POWERS AND DUTIES; BUDGET.¶
The Planning Commission shall perform the duties and have all of the rights, powers and privileges specified and provided for in this code or by state law and shall serve as an advisory board to the City Council on all matters relating to planning and development.
