§ 2.1 COUNCIL MEETINGS.¶
(A) The City Council shall hold and conduct regular meetings at City Hall on the first and third Tuesday of each and every calendar month and may adjourn the meetings from time to time as necessary or desired.
(B) The regular meetings shall be held at 5:30 p.m. in the Council Chambers in City Hall, 555 Washington Street, Red Bluff, California.
(C) Regular meetings of the City Council may be cancelled by posting and distributing advance notice thereof in compliance with California Government Code §§ 54954.1 and 54954.2.

§ 2.2 BOND REQUIRED; CITY CLERK AND CITY TREASURER.¶
(A) Pursuant to the provisions of California Government Code § 36518, the City Clerk and the City Treasurer shall each execute a bond to the city before entering upon the duties of their offices. The bonds shall conform to the provisions of the state government code relating to bonds of public officers.
(B) The penal sum of the bond shall be in a reasonable amount recommended by the City Attorney and fixed by the City Council, by resolution, and may be changed during their terms of office.

§ 2.3 OTHER CITY OFFICERS.¶
From time to time, the City Council may require public officials of the city other than those provided for in § 2.2, to supply bonds to the city and shall, by resolution, designate the officials and fix the penal sum of the officers’ bonds and the bonds shall, except as otherwise provided, conform to the provisions of the state government code relating to bonds of public office.

§ 2.4 PAYMENT OF PREMIUMS.¶
The premium for any bond required by § 2.2 or by resolution, as provided in § 2.3, shall be a proper charge against city funds.

§ 2.5 CITY WARRANTS; SIGNING GENERALLY.¶
Pursuant to the authority contained in California Government Code §§ 37203 and 40602, the City Manager and Finance Director are hereby designated as the officers who shall sign all warrants drawn on the City Treasurer.

§ 2.6 SIGNING UPON ABSENCE OR INABILITY TO ACT OF CITY MANAGER OR MAYOR.¶
In the inability to act or the absence of the Finance Director, the City Manager shall sign all warrants drawn on the City Treasurer, in the inability to act or the absence on the part of the City Manager, the Finance Director shall sign all warrants drawn upon the City Treasurer and in the inability to act or absence by both the City Manager and Finance Director, then the City Council shall meet in a special/emergency meeting to authorize a signer of warrants drawn by the City Treasurer until such time as a Finance Director or City Manager is available.
