2-2.400 - Composition of police department; Appointment and qualifications of chief of police.¶
(a) The police department shall consist of a chief of police and such subordinate officers and personnel as are necessary to enforce the laws and keep the peace within the City. All subordinate police officers shall report to the chief of police each day as to events occurring while such officers are on duty, and all other information pertaining to general police regulations in the City which come to their notice.
(b) The chief of police shall be appointed by the Chief Administrative Officer and shall be technically qualified through training and experience and have the ability to command a municipal police department. The chief of police or any interim chief of police shall meet the following minimum qualifications; (i) Bachelor's degree in public administration, criminal justice or closely related field from an accredited college or university; and (ii) a minimum of four (4) years of command level experience at the rank of Lieutenant or above.

2-2.403 - Declaration of qualification standards.¶
The City, by action of its Council, hereby declares that it desires to qualify to receive aid from the State pursuant to the provisions of Chapter 1 of Part 4 of Title 4 of the Penal Code of the State.

2-2.404 - Declaration of adherence to standards.¶
Pursuant to the provisions of Section 13522 of the Penal Code of the State, the City, while receiving aid from the State pursuant to said provisions of the Penal Code, agrees to adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training.

2-2.405 - Charges for bicycle registration.¶
For issuing a bicycle registration at the request or with the consent of the owner of the bicycle, the Chief of Police shall charge and collect a fee of Three and no/100ths ($3.00) Dollars for each bicycle registration and One and no/100ths ($1.00) Dollar for each renewal or replacement registration.
