2-10.01 - Definitions.¶
For the purposes of this chapter, the following definitions shall apply. Except as otherwise specifically designated below, all terms in this chapter and the Maywood Zoning Ordinance retain the definitions used in the Maywood Municipal Code or the State Conflicts of Interests Laws, as those sources may be amended from time to time.
"City-owned real property" shall be defined as any real property that is owned by the City and used by the City or any lessee of the City.
"In writing," shall be defined as any written invitation that is delivered to all members of the City Council via electronic mail, U.S. Mail or personal delivery, at least seventy-two (72) hours in advance.
"Members of the City Council" shall be defined as duly elected to the City Council and declared candidates for the position of City Council.
"Public meeting(s) or gathering(s)" shall be defined as any assembly, conference, event, educational summit, meeting or gathering of ten (10) people or more.

2-10.02 - Purpose.¶
The City has a situation where one (1) member of the City Council consistently uses City-owned real property for his own political gain and aggrandizement. This use may be deemed a violation of the State's Conflict of Interest Policies, which have been incorporated by reference, in full, by the City's Conflict of Interest Policy (see Resolution No. 6023).

2-10.03 - Policy.¶
It is important for City-owned property be used by members of the City Council for the benefit of the residents of the City and not for the political gain or aggrandizement of any one (1) member of the City Council. This public policy seeks to prevent the use of City-owned property for private, political use by any one (1) member of the City Council, at the expense of the City.

2-10.04 - Rule.¶
Any member of the City Council shall not use City-owned real property, or attend or conduct public meeting(s) or gathering(s), on City-owned real property, unless the member assures the invitation of all members of the City Council to attend, in writing, at least seventy-two (72) hours in advance. This policy does not apply to events that are on calendar on the City's website, at least seventy-two (72) hours in advance of the public meeting(s) or gathering(s).

2-10.05 - Enforcement.¶
If a member of the City Council fails to invite all members of the City Council, then that member shall be subject to a fine not to exceed one hundred and no/100ths ($100.00) dollars per day, for each offense. Further, the member in violation of this chapter may be subject to censure by the City Council.
