2-11.01 - Purpose.¶
The purpose of the Youth Commission shall be to advise the City Council on matters concerning youth in the City of Maywood. The Youth Commission shall serve as a platform for youth input, promote the involvement of youth in local decision-making, and advocate for the needs and interests of youth within the community.

2-11.02 - Youth Commission created.¶
There is hereby created and established a City Youth Commission. The Youth Commission shall act as an advisory board to the City Council.

2-11.03 - Composition; appointment; terms of office and qualifications.¶
(a) Composition. The Youth Commission shall consist of five (5) members.
(b) Appointment; term of office.
(1) The Youth Commission shall consist of five (5) members appointed by a majority of the City Council. The term of office for each member of the Youth Commission shall be two (2) years. If a vacancy occurs, other than by expiration of a term, it shall be filled by appointment for the unexpired portion of the term by the City Council in the same manner as an original appointment.
(2) For the initial appointments after adoption of this chapter, three (3) of the commissioners will serve a three-year term. This will result in future commissioners having staggered terms of two (2) years to ensure continuity of commission input.
(3) No person appointed to the Youth Commission shall serve more than two (2) terms.
(4) The term of each member will conclude on December 31 of the calendar year in which their term is scheduled to expire.
(c) Qualifications. To be eligible for membership on the Youth Commission, a person must either be a resident of or attend a school within the City of Maywood and be between the ages of fifteen (15) and eighteen (18) years. A commissioner who exceeds the age limit of eighteen (18) during their term, will be permitted to complete their then current term.

2-11.04 - Vacancies.¶
Each commissioner serves at the pleasure of the City Council. The City Council by majority vote may remove for any reason any member of the Youth Commission at any time. When a vacancy occurs due to removal, resignation or other cause, such vacancy shall be filled for the unexpired terms by an appointment made pursuant to Section 2-11.03 of this chapter.

2-11.05 - Absence from meetings.¶
The membership of any commissioner on the Youth Commission shall be automatically terminated and forfeited if that commissioner is absent without cause from three (3) regular meetings of the Commission during any calendar year during his or her term of office. Such vacancy shall be filled for the unexpired term by an appointment pursuant to Section 2-11.03 of this chapter.

2-11.06 - Selection of officers.¶
Within thirty (30) days after the Youth Commission is appointed and annually thereafter at the first meeting in September, one (1) member each shall be selected annually at the first meeting in September as the chairperson, vice-chairperson, and secretary of the Youth Commission for a term of one (1) year. No commissioner shall serve in each of these positions for more than two (2) consecutive years.

2-11.07 - Meetings and compensation.¶
Meetings of the Youth Commission shall be held at least once a month. Members of the Commission shall receive a monthly stipend of Fifty and no/100ths ($50.00) Dollars for their service on the Youth Commission. In addition to the monthly stipend, members may be reimbursed for reasonable expenses related to their official duties, subject to City Council approval. The City may provide additional resources, facilities, and staff support to assist the Commission as needed.

2-11.08 - Duties of the Youth Commission.¶
The duties of the Youth Commission are as follows:
(a) Gather information on issues affecting youth in the community and make recommendations to the City Council.
(b) Promote and coordinate youth programs, activities, and initiatives.
(c) Foster collaboration between youth, local government, schools, and community organizations.
(d) Conduct research and provide reports on youth-related topics.
(e) Organize and participate in community events and projects.
(f) Advocate for the needs, concerns, and rights of youth.
(g) Undertake any other activities deemed necessary to fulfill the purpose of the Youth Commission.

2-11.09 - Annual report to the City Council.¶
The Youth Commission shall render annually a full report of its work to the City Council.
