2-5.01 - Senior Citizens Commission created.¶
A Senior Citizens Commission for the City is hereby created.

2-5.02 - Commission composition.¶
The Senior Citizens Commission shall consist of five (5) members. Each member shall be a senior citizen fifty-five (55) years of age or over and a resident of the City; provided, however, the entire composition of the Commission should reflect the ethnic and socio economic makeup of the City; and provided, further, that representatives of public agencies may be appointed to serve on the Commission as ex officio members of the Commission.

2-5.03 - Terms.¶
Of the members of the Senior Citizens Commission first appointed, three (3) shall be appointed for a term ending December 31, 1980, and two (2) shall be appointed for a term ending December 31, 1981. Their respective successors shall be appointed for terms of two (2) years. Each term shall expire on December 31 at the end of the term of appointment; provided, however, each member shall continue to serve thereafter until his or her respective successor is appointed and qualifies, if vacancies shall occur, otherwise than by expiration of term, they shall be filled by appointment for the unexpired portion of the term. Members shall be appointed by the Mayor with the approval of the Council and may be removed at any time by the vote of a majority of the members of the Council; and provided, further, that during the month of December the Council shall review the past performance of each Commissioner whose term does not expire at the end of that month.

2-5.04 - Compensation.¶
Each member of the Senior Citizens Commission shall be compensated at such rate as the Council from time to time may fix by resolution.

2-5.05 - Absences from meetings.¶
If, without cause, a member of the Senior Citizens Commission shall be absent from three (3) successive regular meetings of the Commission, other than by permission of the Commission expressed in its official minutes, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated, and the Commission shall immediately inform the Council of such termination.

2-5.06 - Absences for cause.¶
An absence due to illness or an unavoidable absence from the City shall be deemed absence for cause if written notice thereof is sent to the Senior Citizens Commission on or before the day of any regular meeting of the Commission.

2-5.07 - Regular meetings.¶
A regular meeting as provided for by law or by rule of the Senior Citizens Commission, or any regularly advertised public hearing before the Commission, shall be deemed a regular meeting for the purposes of this chapter.

2-5.08 - Organization.¶
The Senior Citizens Commission shall elect its chairman from among its appointed members for a term of one year and, subject to other provisions of law, may create and fill such other offices as it may determine. The Commission shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings, and determinations, which record shall be a public record.

2-5.09 - Duties.¶
The duties of the Senior Citizens Commission shall be to act in an advisory capacity to the Council in all matters pertaining to senior citizens.

2-5.10 - Ex officio members.¶
Public agency organizations may serve on the Senior Citizens Commission as non-voting ex officio members.

2-5.11 - Ex officio members: Selection.¶
The Senior Citizens Commission shall recommend, by majority vote, the agencies and service organizations to serve as ex officio members. The Commission's selection shall be listed in a report to be submitted to the Council, which report shall state the reasons for each recommendation. The Council shall select, from the report or otherwise, not more than five (5) agencies or service organizations to serve on the Commission as ex officio members. Each agency or service organization selected may determine its own representative.

2-5.12 - Ex officio members: Terms.¶
The term of each ex officio member of the Senior Citizens Commission shall expire on the last working day of December of each year.

2-5.13 - Ex officio members: Duties.¶
Ex officio members shall function as an advisory board at regular meetings of the Senior Citizens Commission and shall advise and consult with the Commission on matters pertaining to each ex officio members' expertise. Ex officio members shall attend all regular Commission meetings. For good cause shown, the Commission, by majority vote, may excuse the absence of an ex officio member.

2-5.14 - Ex officio members: Absences from meetings.¶

2-5.15 - Ex officio members: Resignation and dismissal.¶
An agency or service organization, or representative thereof, may resign at any time by submitting a letter of resignation to the Council and the Senior Citizens Commission.

2-5.16 - Ex officio members: Removal.¶
The Council, either on its own motion or upon the recommendation of the Senior Citizens Commission, may remove an agency or service organization or representative thereof from the Commission. If the organization is removed, the Council, by majority vote, may select a new organization. If only the representative is removed, the organization may select another representative to serve.
