Maywood Municipal Code Ch. 7 Community Impact Commission

A. "Commission" shall mean the community impact commission.

B. "City" shall mean the City of Maywood.

C. "Environmental documents" shall mean documents, reports, studies and/or analyses discussing the environmental impacts of a proposed project prepared for compliance with any federal or state law.

A Community Impact Commission of, in and for the City is hereby created and established pursuant to the provisions of California Government Code, Section 65101.

It is the intent of this Chapter to create a uniform means for the City to publicly comment on the environmental impacts of proposed development and other projects occurring outside of the City's jurisdiction or projects proposed by other agencies within the City's boundaries that may have an environmental impact on the City and its residents.

The Community Impact Commission shall consist of seven (7) members. Five (5) of the members shall be the five (5) current members of the Planning Commission. Two (2) additional members shall be appointed by the Mayor with the approval of the City Council.

The members of the Community Impact Commission shall receive no compensation.

The Community Impact Commission shall meet at the following times:

A. The Commission may meet upon the conclusion of regularly scheduled meetings of the Planning Commission. The Commission may also meet by special meeting called by the Chairman or a majority of the members, as needed.

B. The Commission shall also meet at the specific request of the City Council.

The Chairman of the Planning Commission shall be the Chairman of the Commission. The Secretary of the Planning Commission shall be the Secretary of the Commission.

At the request of the City Council, the Commission shall review specific environmental documents prepared for compliance with federal and state laws for extra-jurisdictional projects. The Commission shall also review specific environmental documents prepared for compliance with federal and state laws for projects proposed within the boundaries of the City and for which City approvals are not required. The Commission will then recommend to the City Council an official public comment for the City.

A. The Commission shall provide an opportunity for members of the public to comment on environmental documents currently under review by the Commission. Time for public comment shall be set aside at all Commission meetings, and notice shall be provided to the public pursuant to the provisions of the California Government Code.

B. Upon the conclusion of the Commission's review, the Commission will report its findings to the City Council and present its recommendations.

C. The Commission shall keep proper records of its findings, proceedings, and recommendations.

D. The Commission shall not have the power to bind or otherwise obligate the City or any officer thereof in any financial or legal obligation not expressly authorized by the City Council.

E. Except as otherwise noted in this Chapter, the Commission has the power to adopt rules and regulations for the transaction of business before it.
