10.16.290 - Regulations.

The following regulations apply to county-owned parking lots:

A. Pursuant to subsection 9 of Section 2.38.050 of this code, the department of general services shall designate in all county-owned parking lots no-parking areas, loading zones and other parking regulations, based on convenience and safety.

B. Such areas shall be clearly marked by signs and/or painted curbs.

C. Motor vehicles shall be parked only in stalls or designated spaces.

D. Vehicle operators must observe all signs and directions.

E. There shall be no parking in spaces or stalls in such manner as to obstruct the use of a parking lot or any other space by another person or to constitute a hazard to safety of person or property.

F. Only vehicles authorized by the department of general services or its designated agents may use county parking lots.

G. The department of general services and other departments as designated by the general services department are authorized to issue citations for violation of any of the provisions of this chapter. Such authorized departments may also order that a vehicle be towed away, at owner's expense, where such vehicle is causing an obstruction or constitutes a safety hazard. The general services department is designated to process and collect all parking fines and penalties under the provisions of Section 40200 et seq. of the California Vehicle Code.

H. The maximum speed limit on all such county parking lots or county-owned property shall be fifteen (15) miles per hour or such lower speed as is reasonable and prudent under all circumstances. Lower speed limits shall be posted by the director of general services.

I. It is unlawful to violate any of the provisions of this article.

J. Such violation shall be punishable by a fine not exceeding thirty-five dollars ($35.00), effective as of July 1, 2013.
