10.32.010 - Authority—Findings.¶
This chapter is enacted pursuant to Vehicle Code Section 21115. The board of supervisors of the county finds and declares that the portions of highways designated in this chapter are under the jurisdiction of the county, are adjacent to and lie within a distance not exceeding one-half mile from a golf course, and are designed and constructed so as to safely permit the use thereof for regular vehicular traffic and also for the driving of golf carts thereon between the adjacent golf course and the place or places where such golf carts may be parked or stored.

10.32.020 - Roads designated for combined use.¶
The roads and highways and portions of roads and highways as may be described in this chapter, herein referred to as "designated roads," are designated for combined use by regular vehicular traffic and by golf carts traveling between any golf course adjacent to such designated roads and the place or places where such golf carts are parked or stored. From and after the effective date of the ordinance codified in this chapter it is lawful to drive a golf cart upon the designated roads in accordance with the rules and regulations herein established, pursuant to the provisions of Vehicle Code Sections 4019 and 21115.

10.32.030 - Rules and regulations.¶
Certain rules and regulations, having the force of law, are prescribed in this chapter for the designated roads and shall be effective upon the posting of appropriate signs giving notice thereof along said designated roads, as follows:
A. Golf cart operation is limited to the period between sunrise and sunset.
B. Speed of golf carts on designated roads shall be limited to fifteen (15) miles per hour.
C. Speed of all other vehicles on designated roads shall be limited to twenty-five (25) miles per hour.

10.32.040 - Rules and regulations—Relationship to vehicle provisions and local prima facie speed limits.¶
Except as otherwise provided herein, no rule or regulation prescribed by this chapter shall affect the application of all appropriate Vehicle Code provisions to vehicles and golf carts operating on designated roads. Where any rule or regulation prescribed by this chapter specifies a speed limit different from the prima facie speed limit prescribed by Chapter 10.04 of this title, the latter shall be suspended, and upon repeal of any such rule or regulation the prima facie speed limit prescribed by said Chapter 10.04 shall again become immediately effective upon erection of an appropriate sign giving notice of said prima facie speed limit.

10.32.050 - Designated roads.¶
The designated roads which are subject to this chapter and the rules and regulations thereof are described as follows:
A. Kern City Area, New Stine Service Road. New Stine Service Road, from the north line of its intersection with Sarazan Avenue to the north line of its intersection with Sundale Avenue;
B. Kern City Area, Sundale Avenue. Sundale Avenue, from the east line of its intersection with New Stine Service Road to the east line of its intersection with Ashe Road;
C. Kern City Area Interior Streets:

Sunny Palms Avenue,
Yorba Linda Street,
Thunderbird Street,
Bermuda Street,
Sarazan Avenue,
Cherry Hills Drive,
Birkdale Way,
Oak Fair Way,
Bel-Aire Way,

Burke Way,
Desert Hills Avenue,
Dillon Court,
Lyman Court,
River Oaks Drive,
Casper Way,
Hogan Way,
La Puente Drive,
Ellis Avenue.

10.32.060 - Posting of signs.¶
Enactment of any section of this chapter describing a designated road or adopting a new or different rule or regulation shall be the authority of the director of roads of the county to erect, place and maintain appropriate signs giving notice of such rules and regulations upon the designated roads while such rules and regulations are in effect.

10.32.070 - Violation—Penalty.¶
It is unlawful and constitutes an infraction under the provisions of Section 40000 of the Vehicle Code for any person to violate, or to fail to comply with, any provision of this chapter, punishable in the manner provided in Section 42001 and other applicable sections of the Vehicle Code.
