10.32.160 - Marking—Sign installation.¶
When authorized signs, and/or colored curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle adjacent to any such legible curb marking or sign in violation of the maximum limits as set forth in Sections 10.32.220 through 10.32.280.

10.32.220 - Parking space markings.¶
The traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.

10.32.230 - All night parking on streets.¶
A. No person shall stop, stand, store or park any vehicle including passenger cars, trucks, commercial vehicles, trailers and other conveyances on any street in the town between the hours of two a.m. and six a.m. of any day, without a permit from the police department, as provided in this section:
B. This prohibition shall apply to every street in the town which is accessible to and in fact is being used by the public, as well as any parking strip but only to the extent it is situated within the street right-of-way. The word "street" as used in this section means any public thoroughfare or right-of-way as commonly used to provide the principal means of access to abutting property and includes all roads, courts, lanes or ways, whether through streets, dead-end streets or cul-de-sacs. Streets or rights-of-way may be established by dedication on a recorded map, by deed of easement, by condemnation or by virtue of public use of the right-of-way.
C. Where the owners of vehicles do not have and cannot obtain suitable storage or parking facilities, permits for all night parking during the time between two a.m. and six a.m. may be issued by the chief of police. The application for a permit shall be signed by the applicant, shall state the make, model and license number of the vehicle and shall contain a statement of the reasons for the permit. Upon verification of the information in the permit application, the chief of police or the chief's designee may issue the permit for the period justified by applicant's situation, in the judgment of the chief of police or the chief's designee. The permit shall not be transferable and shall be revoked when the reason necessitating its issuance no longer exists.
D. This section shall not apply to emergency vehicles or to vehicles of any regularly licensed physician or other professional person, or to commercial or business vehicles when said vehicles are actually engaged in making professional calls, or conducting other lawful businesses and services to the residents, or as provided in this section.

10.32.240 - Commercial vehicles.¶
No person shall park any commercial vehicle more than five hours on any street in the town except while loading or unloading property. If time in addition to such five-hour period is necessary to complete such work, or when such vehicle is parked in connection with, and in aid of, the performance of a service to or on a property in front of which such vehicle is parked, an addition to such five-hour period as is reasonably necessary may be allowed to complete such service.

10.32.250 - Town property.¶
Whenever the city manager determines that the orderly, efficient conduct of the town's business requires that parking or standing of vehicles on city property be prohibited, limited or restricted, the city manager shall have the power and authority to order signs to be erected or posted indicating that the parking of vehicles is thus prohibited, limited or restricted. When signs authorized by the provisions of this chapter are in place, giving notice thereof, no person shall park or stand any vehicle contrary to the directions or provisions of such signs.

10.32.260 - Vehicles on private property.¶
No person shall operate or drive or leave any vehicle in, over, or upon any private property without express or implied permission of the owner thereof, or the person entitled to the possession thereof, or the authorized agent of either. The parking or storage of any such vehicle on private property shall also be subject to the provisions of Chapter 10.56 to the extent applicable.

10.32.270 - Disabled person exempt parking.¶
Notwithstanding any other provision of this chapter, any veteran who is entitled to the exemptions provided in Section 10783 of the Revenue and Taxation Code shall be allowed to park in restricted zones. This exemption shall not be construed, however, to allow the stopping, parking, or standing of a vehicle at the times and places that stopping, parking, or standing of all vehicles is prohibited absolutely by state or local laws and regulations.

10.32.280 - No stopping zones.¶
The traffic engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited, indicating the hours and days when stopping is prohibited, and during the hours and on the days designated on the signs, it is unlawful for the operator of any vehicle to stop said vehicle on any of the streets or parts of streets established by resolution of the city council as no stopping zones.

10.32.290 - Curb markings to indicate zones.¶
The traffic engineer is authorized, subject to the provisions and limitations of this chapter, to place the following curb markings to indicate parking or standing regulations, and said curb markings shall have the meanings as herein set forth.
A. Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code.
B. Yellow means no stopping, standing or parking at any time between seven a.m. and six p.m. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials.
C. White means no stopping, standing or parking for any purpose other than loading or unloading of passengers, or for the purpose of depositing mail in an adjacent mail box.
D. When the traffic engineer as authorized under this chapter has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.
