10.80.010 - Traffic control plan—When required, contents.

A. At least ten working days prior to the first date that a public or private event is to be held, the responsible individual or entity shall (in the case of events whose attendance is expected to exceed two hundred persons) or may (in the case of events whose attendance is not expected to exceed two hundred persons) apply to the Hillsborough police department (on a form provided by the police department) for a traffic control plan for the event.

B. The traffic control plan shall provide for parking, traffic flow, access routes and related matters and shall indicate what directional or regulatory signs, structures and/or devices (collectively "traffic signs") and/or traffic control officers are needed to maintain adequate traffic flow over the roadways involved.

C. The member of the police department responsible for event traffic control planning, in consultation with the individual or entity responsible for the event, shall develop an appropriate plan.

D. When a traffic control plan for a non-school event is required as set forth in subsection (N)(4) of Section 17.16.030, the provisions of this chapter and of subsection (N)(4) of Section 17.16.030 shall apply to such non-school event.

10.80.020 - Traffic control plan—Processing fee and deposit.

When applying for a traffic control plan, the applicant shall pay a processing fee in the amount established from time to time by resolution of the city council.

10.80.030 - Traffic control plan—Traffic signs.

A. The traffic control plan may require changes in traffic flow, posting additional (or changing existing) traffic signs, or making similar special provisions. All traffic signs shall conform to the provisions of Sections 21400 and 21401 of the California Vehicle Code.

B. The individual or entity responsible for the event shall be responsible for obtaining, at his/her/its expense and in conformance with the specifications provided by the police department, any additional traffic signs required by the traffic control plan.

C. Any traffic signs required by the traffic control plan may be posted no more than twenty-four hours prior to the planned event and shall be removed no later than twenty-four hours after the event has concluded.

D. Any traffic signs bearing the legend "BY ORDER OF POLICE DEPARTMENT" may not be posted in any unincorporated county area or in any city or town other than Hillsborough without prior authorization from the county or such other city or town.

E. All signs (other than traffic signs) permitted under this chapter shall be of black lettering on white background and shall not be larger than twelve inches by fifteen inches (12″ x 15″).

F. Traffic signs permitted under this chapter shall be posted only on public property, unless prior permission is obtained from the owner of private lands where posting is desired.

G. Signs advertising the event, as opposed to directional signs, are governed by the provisions of Chapter 17.48 and the other chapters and sections cited therein.
