§ 2.68.010 PURPOSE.¶
This chapter is established for the purpose of standardizing procedure for the administration of a budget system. Its provisions are intended to control the execution of municipal activity in accordance with a predetermined financial plan.

§ 2.68.020 FISCAL YEAR DETERMINED.¶
Each fiscal year shall begin on July 1 and shall end on June 30.

§ 2.68.030 SUBMISSION DATE AND CONTENT.¶
Prior to June 5 of each year, the City Manager shall submit a budget for the coming fiscal year to the City Council for adoption. The budget shall contain at least the following:
(A) Budget message;
(B) All anticipated revenues;
(C) All expenditure schedules for all departments of the city government;
(D) A schedule showing the comparison of all revenues and expenditures and the status of all surplus or reserve accounts; and
(E) Expenditures and revenues for any city-wide special assessment activity.

§ 2.68.040 FORM OF PRESENTATION.¶
The budgets for the several activities funds and departments of the city shall be arranged in such a manner as to clearly show:
(A) The anticipated expenditures for the fiscal period closing; and
(B) The actual expenditures for the prior fiscal year.

§ 2.68.050 RESTRICTIONS.¶
All approved appropriations in the annual budget shall be restricted to the use for such expenditure categories as are set forth in the budget with the following exceptions.
(A) Appropriations budgeted within a department or activity, other than for salary and wages and capital outlay, may be transferred between accounts within the department, with approval of the City Manager.
(B) Changes in the use of salary and wages between overtime, temporary, part-time and regular within a department may be made with the approval of the City Manager.
(C) Transfers of appropriations between departments and funds, or use of salary and accounts, other than those exceptions authorized herein, may be made only by authority of the City Council.
(D) Expenditures in excess of the budgeted amounts are prohibited.

§ 2.68.060 PUBLIC HEARING.¶
The City Council may hold a public hearing at any time prior to the adoption of any budget should it so desire.

§ 2.68.070 DATE OF ADOPTION.¶
Each budget shall be adopted by a majority vote of the City Council. If adopted subsequent to July 1, it shall take effect immediately upon adoption. During any period in which a new budget has not been adopted, the prior year’s budget shall be in force and effect but shall be replaced retroactively by the new budget.

§ 2.68.080 FILING OF BUDGET.¶
A copy of the budget shall be certified by the City Clerk as adopted by the City Council and filed as a public record in the office of the City Clerk.

§ 2.68.090 DUPLICATION.¶
Sufficient copies of the adopted budget shall be prepared each year to supply all Council members and department heads. At least two copies shall be available for public inspection in the offices of the City Manager.
