§ 2.24.010 DIRECTOR OF ADMINISTRATIVE SERVICES; APPOINTMENT; DUTIES; BOND.

(A) The Director of Administrative Services shall be appointed by the City Manager and shall receive such compensation as shall be fixed from time-to-time by the City Council.

(B) The Director of Administrative Services shall have the following powers and duties:

(1) Administer the financial affairs of the city and prepare the city budget under the direction of the City Manager; effect proper control over all expenditures to ensure that budget appropriations are not exceeded; plan, prepare and submit long range financial projects of the city’s financial requirements and compile and prepare special reports as required by the City Manager;

(2) Serve as chief fiscal officer;

(3) Submit to the City Council, through the City Manager, a monthly statement of all receipts, disbursements, encumbrances, budget balances and other financial data, in sufficient detail to show the financial condition of the city; prepare and submit all financial reports and statements required by the state or federal governments;

(4) Serve as internal auditor;

(5) The duties imposed upon the City Clerk by Cal. Gov’t Code, Title 4, Division 3, Part 2, Chapter 4, Article 1 (Cal. Gov’t Code §§ 37200 through 37209);

(6) The financial and accounting duties imposed upon the City Clerk by Cal. Gov’t Code §§ 40802 through 40805; and

(7) Perform such other fiscal or related duties as may be required by the City Manager, such as those listed under the “Example of Typical Duties” section of the Director of Administrative Services class specification adopted by the City Council.

(C) Before assuming the duties of the office, the Director of Administrative Services shall execute and deliver to the City Clerk a bond to be approved by the City Council and shall be conditioned upon the faithful performance of the duties imposed upon the Director of Administrative Services as prescribed in this chapter. Any premium for such bond shall be a proper charge against the city.
