10.04.010 - Definitions generally.

For the purposes of this title, the following words and phrases shall have the meanings ascribed to them by each section of this chapter.

10.04.020 - Undefined words and phrases.

Whenever any words or phrases are not defined in this chapter, but are defined in the Vehicle Code of the state, such definitions are incorporated in this chapter and shall be deemed to apply to such words and phrases as though set forth in full in this chapter.

10.04.030 - Alley.

"Alley" means a public highway which does not exceed twenty feet between property lines.

10.04.040 - Holidays.

"Holidays" shall be the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, the twelfth day of October, the eleventh day of November, the twenty-fifth day of December and Thanksgiving Day.

10.04.050 - Loading zone.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.060 - Official traffic-control devices.

"Official traffic-control devices" means all signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

10.04.070 - Official traffic signals.

"Official traffic signals" means any device, whether manually, electrically, or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

10.04.080 - Operator.

"Operator" means any person who is in actual physical control of a vehicle.

10.04.090 - Park.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or material.

10.04.100 - Parkway.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

10.04.110 - Passenger loading zone.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.04.120 - Pedestrian.

"Pedestrian" means any person afoot.

10.04.130 - Police officer.

"Police officer" means every officer of the police department of the city.

10.04.140 - Stop or stand.

"Stop or stand" means as follows:

A. When required, complete cessation of movement;

B. When prohibited, any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

10.04.150 - Traffic.

"Traffic" means pedestrians, ridden or herded animals, vehicles, bicycles and other conveyances either singly or together while using any street for purposes of travel.

10.04.160 - Trolley coach.

"Trolley coach" means a vehicle which is propelled by electric power obtained from overhead trolley wires, but not operated upon rails.

10.04.170 - Vehicle.

"Vehicle" means a device in, upon or by which any person or property is or may be propelled, moved or drawn upon a highway, except a device moved by human power or used exclusively upon stationary rails or tracks.
