2-150 - Department created.¶
There is hereby created in the county a department of development services. Said department shall consist of the following offices and divisions:
(a) Director's office;
(b) Building division;
(c) Planning division; and
(d) Zoning Administrator.

2-150.5 - Creation of zoning administrator under government code section 65900.¶
Pursuant to Title 7, Division 1, Chapter 4, Article 3 of the Government Code of the State of California (commencing with Section 65900), there is hereby created in the County of Butte the office of Zoning Administrator.

2-151 - Duties of department.¶
The duties to be performed by the department of development services shall be as follows:
(a) Building division. The building division shall administer all building regulations adopted by the county and appropriate state building regulations, and issue all permits related thereto.
(b) Planning division. The planning division shall administer all technical matters pertaining to planning and zoning pursuant to regulations adopted by the county.
(c) Director or designee(s).
(1) Notwithstanding any other provision of this Code to the contrary providing for the submission of permit and land use entitlement applications to the department of development services, the director of development services, or his or her designee, shall establish procedures, requirements and forms for the submission of such applications, including, but not limited to, procedures for preapplication screening of any development proposing the use of a sewage system or domestic water. Pre-application screening regarding such developments may require the developer to submit verification that any proposed sewage disposal system or domestic well, or sewer or domestic water service provided by a special district or other entity, is feasible and available to serve the proposed development. No permit or land use entitlement application shall be received for any proposed development which has not successfully completed all required pre-application screening procedures.
(2) The director of development services, or his or her designee, shall perform such other duties and functions as may be assigned from time to time by the board of supervisors.
(d) Zoning Administrator. The Director of Development Services, or his or her designee, shall be assigned the duties of the office of Zoning Administrator.
The Zoning Administrator shall be authorized to investigate, consider and approve, conditionally approve or deny applications for administrative permits, minor use permits, minor variances, parcel maps, and other activities and functions specified by the Butte County Code. An appeal from the decision of the Zoning Administrator may be made to the Planning Commission.
At any time prior to opening the public hearing or during a public hearing on an application, the Zoning Administrator is authorized to refer any application with or without recommendations to the Planning Commission. In such cases, the Planning Commission shall hear and decide the matter. An appeal from the decision of the Planning Commission may be made to the Board of Supervisors.

2-152 - Director of development services—Designated; to head department.¶
There is hereby created the position of director of development services, who shall be a county department head. The director shall be the administrative head of the department of development services.

2-153 - Same—Qualifications.¶
The director of development services shall be a graduate of an accredited college or university who has majored in planning, development, public administration or a related field of study and shall possess broad experience in public and/or private development related activities and issues.

2-154 - Same—Duties.¶
As administrative head of the department, the director of development services shall be responsible for planning, organizing, coordinating, staffing, directing and budgeting for the activities, programs and services of the department.
