2-68 - Composition; nomination and appointment of members; advisory members.¶
The county planning commission shall consist of five (5) members. Each member of the board of supervisors shall nominate one (1) member of the commission, and each commission member shall be appointed by the board of supervisors. In addition to the appointed members of the planning commission there shall be five (5) advisory members selected as follows: one (1) advisory member shall be selected by each of the five (5) incorporated cities within the County of Butte.

2-69 - Chairman and other officers.¶
The planning commission shall select its own chairman for a term to be designated by the commission, and such other officers as may be deemed necessary by the commission.

2-70 - Terms of office; vacancies.¶
The term of each appointed member of the planning commission shall coincide and be coexistent with the term of office of the member of the board of supervisors who nominated him or her; provided, however, that each such member of the commission shall serve until his or her successor is appointed. If a vacancy shall occur in the membership of the commission, other than by expiration of term, it shall be filled by appointment for the unexpired portion of the term of the member of the board of supervisors nominating him or her in the same manner as provided in section 2-68. The terms of advisory members shall be as determined by the respective cities.

2-71 - Compensation and travel expenses.¶
Each planning commissioner shall receive reasonable travel expenses for each meeting attended as prescribed by resolution of the board of supervisors, and in addition thereto shall receive stipend in the amount of seventy dollars ($70.00) for each regular or special meeting attended. Planning commissioners shall also receive reasonable travel expenses and stipend for meetings attended while serving on committees or commissions whose makeup is designated, either by ordinance or resolution, as including planning commissioners. In addition to the above, planning commissioners may be reimbursed for reasonable travel expenses incurred while attending commission-related training and/or conferences within budgetary constraints.

2-72 - Meetings and actions.¶
The planning commission shall hold at least one (1) regular meeting each month. A majority of the members of the commission constitute a quorum for the transaction of business. No act of the commission shall be valid or binding unless approved by a majority of the members present. A tie vote shall be deemed to be a denial of the relief applied for.

2-73 - Removal of appointed members.¶
Any member of the commission may be removed therefrom by a majority vote of the board of supervisors.

2-74 - Powers and duties; general plan.¶
It shall be the duty of the members of the planning commission to inform themselves of the functions and duties of the commission and to that end, when authorized by the commission, may attend conferences of planning executives, hearings on the legislation affecting the general plan for the county, and reasonable traveling expenses incidental to such attendance shall be charged against such funds allocated to the commission. It is directed that the commission prepare or cause to be prepared necessary rules and regulations for the guidance of its meetings.
It shall be the function of the planning commission to act as the planning agency in all matters pertaining to general plan amendments, zonings, specific plans, development agreements in accordance with Government Code section 65100, et seq.
It shall be the function of the planning commission to prepare and adopt a comprehensive, long-term general plan for the physical development of the county and any land outside its boundaries which, in the planning commission's judgment, bears relation to its planning. Such plans shall be known as the general plan and shall be prepared in such a manner that the elements and parts thereof comprise an integrated and internally consistent and compatible statement of policies for the board of supervisors.
The general plan shall be so prepared that all or individual elements of it may be adopted by the board of supervisors for all or part of the territory of the county in any format deemed appropriate or convenient by the board of supervisors, including the combining of elements.
The general plan shall consist of a statement of development policies and shall include a diagram or diagrams and text setting forth objectives, principles, standards and plan proposals. The plan shall include the elements mandated by Government Code section 65302 as amended.

2-75 - Cooperation of county officials and departments.¶
It shall be the duty of county officials and departments to supply reasonable data for the proper information of the commission.

2-76 - Discharge of present members; board to make new appointments.¶
The present and incumbent members of the planning commission are hereby discharged with the deep appreciation and thanks of the board of supervisors, on their own behalf, as well as on behalf of the people of Butte County. Upon the effective date of Ordinance No. 1795, the terms of the members of the presently existing planning commission are terminated and upon the effective date of Ordinance No. 1795, the board of supervisors shall make new appointments pursuant to the provisions of section 2-68.
