What commissioning documentation and testing are required?

For homeowners: CALGreen requires projects (typically ≥10,000 sq ft) to document what the owner expects (OPR), how the design meets it (BOD), plan and perform functional tests of systems (FPT), provide a systems manual, train maintenance staff, and deliver a final commissioning report so systems operate as intended.

What the code requires — 2-4 sentences

CALGreen requires building commissioning for energy‑related and other listed systems, and it mandates documented Owner’s Project Requirements (OPR), a Basis of Design (BOD), a commissioning plan, functional performance testing (FPT), a systems manual, systems operations training, and a final commissioning report. The controlling provisions are § A6.204.4, with the OPR in § A6.204.4.1, functional testing in § A6.204.4.4, and post‑construction documentation and training in § A6.204.4.5.

The single most important rule: the owner must document the project performance expectations (the OPR) before design starts, and the project must demonstrate — via documented functional tests and a systems manual/training — that installed systems meet those expectations. § A6.204.4.1 and § A6.204.4.4.

Functional testing: what the FPT must show and how to document it

  • FPTs must demonstrate correct installation and operation of each component, system, and system‑to‑system interface in accordance with approved plans/specs. § A6.204.4.4.
  • FPT reports must record the testing methods used, readings and adjustments made, and must be reviewed and verified by the CxA. See the compliance form minimum report elements (date/parties, signature block, prerequisites, instrumentation, step‑by‑step test instructions, acceptance criteria, results, and deficiency list). § A6.204.4.4 and FPT form guidance.
  • Tests should cover normal and part‑load operation, seasonal conditions as applicable, alarm confirmations, loss/restart scenarios, staging/standby functions, scheduling, and control/energy strategies (per commissioning plan guidance).

Exceptions & special cases

  • Commissioning in CALGreen applies to new buildings 10,000 square feet and over; projects below that threshold have different or limited testing requirements (see testing and adjusting rules for buildings < 10,000 square feet). § A6.204.4 (and related mandatory measures sections).
  • Explicit exceptions include unconditioned warehouses of any size, open parking garages, and certain tenant improvements under 10,000 sq ft. Where exempt, the full suite of commissioning deliverables is not required.
  • For energy‑related systems that are in the scope of the California Energy Code (Part 6 / T‑24), additional/overlapping commissioning/testing requirements and references (such as Section 120.8 of the Energy Code) apply — perform both CALGreen and Energy Code compliance where relevant.

Common mistakes

  • Missing or incomplete OPR (not documented before design) — the OPR is the benchmark for all later testing and acceptance. § A6.204.4.1.
  • Producing FPT reports that lack required elements (no signature block, no acceptance criteria, no measured results, or no deficiency list). Use the FPT compliance form checklist to avoid this. § A6.204.4.4.
  • Treating the BOD as optional or failing to update it during design/construction — the CxA must review the BOD. § A6.204.4.2.
  • Waiting until closeout to prepare the commissioning plan or to schedule training — the plan must be started in design and completed prior to permit issuance. § A6.204.4.3.
  • Delivering a systems manual that omits code verifications, equipment inventory, or contact info — these items are explicitly required. § A6.204.4.5.1.

Worked example — 15,000 ft² office with rooftop PV and packaged HVAC

Project: New 15,000 ft² office building (conditioned), with rooftop photovoltaic array and packaged rooftop HVAC units.

Required deliverables and timing:

  1. Produce an OPR before design starts listing energy‑use goals, PV performance expectations, indoor environmental quality targets, operating hours, and maintenance staffing expectations. § A6.204.4.1.
  2. Prepare a BOD in the design phase explaining how the HVAC sequences, lighting controls, and PV interconnection will meet the OPR (include controls sequences for part‑load and failover). § A6.204.4.2.
  3. Start and complete a commissioning plan during design / prior to permit issuance that lists: HVAC packaged units, lighting & daylighting controls, domestic hot water, PV system, and building envelope measures; for each, list functions to test, conditions (normal, part‑load, loss of power), measurable acceptance criteria (e.g., thermostatic setback achieves ±1°F of setpoint under defined load), instrumentation to be used, and who will run each test. § A6.204.4.3.
  4. Execute FPTs: for each rooftop packaged unit run tests that verify sequence of operation, staging, economizer/dampers, occupied/unoccupied setpoints, and response to loss/restart. For PV, verify inverter commissioning, power export limits, and interlocks. Record date/parties, prerequisites, instruments, step instructions, acceptance criteria, measured results, adjustments, and signoffs. § A6.204.4.4.
  5. Compile a systems manual including PV specs and interconnection notes, HVAC O&M, maintenance schedule, trouble‑shooting, contact list for PV vendor and HVAC service, and copies of required verifications. § A6.204.4.5.1.
  6. Train the maintenance staff in a documented session (system overview, walk‑through of controls, demonstration of O&M tasks, review of systems manual and record drawings). The CxA oversees and documents this training in the commissioning report. § A6.204.4.5.2 and § A6.204.4.6.

Result: With the above in place you will have satisfied the CALGreen commissioning documentation and testing requirements for a building > 10,000 ft².

The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.

    A6.204.4.5.2 Systems operations training. The CxA shall oversee the training of the appropriate maintenance staff for each equipment type and/or system. The training shall include, as a minimum, the following:

    1. System/equipment overview (what it is, what it does and what other systems and/or equipment it interfaces with).
    2. Review of the information in the systems manual.
    3. Review of the record drawings on the system/ equipment.

    A6.204.4.6 Commissioning report. The CxA shall create a complete report of commissioning process activities undertaken through the design, construction and postconstruction phases of the building project and provided to the owner.

    5.1 Intent:

    Develop and implement the functional performance tests to document, as set forth in the commissioning plan, that all components, equipment, systems and system-to-system interfaces were installed as specified, and operate according to the Owner’s Project Requirements, Basis of Design, and plans and specifications.

    The following systems to be functionally tested are listed in the Basis of Design (Section 5.410.2.2 of the code):

    5.2 Compliance Method:

    Compliance is demonstrated by developing and implementing test procedures for each piece of commissioned equipment and interfaces between equipment and systems according to the building-specific commissioning plan. Tests should include verification of proper operation of all equipment features, each part of the sequence of operation, overrides, lockouts, safeties, alarms, occupied and unoccupied modes, loss of normal power, exercising a shutdown, startup, low load through full load (as much as is possible) and back, staging and standby functions, scheduling, energy efficiency strategies and loop tuning.

    5.410.2.5 Documentation and training. [N] A systems manual and systems operations training are required, including Occupational Safety and Health Act (OSHA) requirements in California Code of Regulations (CCR), Title 8, Section 5142, and other related regulations.

    5.410.2.5.1 Systems manual. [N] Documentation of the operational aspects of the building shall be completed within the systems manual and delivered to the building owner or representative. The systems manual shall include the following:

    1. Site information, including facility description, history and current requirements.

    2. Site contact information.

    3. Basic operations and maintenance, including general site operating procedures, basic troubleshooting, recommended maintenance requirements, site events log.

    A6.204.4.4 Functional performance testing. Buildings less than 10,000 square feet are generally below CALGreen’s mandatory commissioning trigger; different testing/adjusting rules apply and you should consult the specific small‑building testing section. § 5.410.4 and related notes.

Who verifies FPT reports?

Functional performance testing reports must be reviewed and verified by the commissioning agent (CxA), and include signatures attesting accuracy. § A6.204.4.4 and FPT form guidance.
