CALGreen’s Construction Documents & Verification sets what must be submitted and how green measures are documented, tested, and verified for permit approval.

Overview
This portion of CALGreen (Chapter 1, Section 102) sets the rules for what green‑building information must be shown on permit submittals and how compliance must be documented for enforcement. Section 102.1 requires construction documents to be submitted with each permit application, §102.2 requires those documents to clearly show the location, nature and scope of proposed green features, and §102.3 requires documentation of conformance (with alternatives allowed where the enforcing agency accepts them) .
The code also ties verification to project delivery and commissioning: mandatory commissioning elements (Owner’s Project Requirements, Basis of Design, and a Commissioning Plan) and the requirement to show commissioning measures in the construction documents are found in Chapter 5 (for example §5.410.2 and §5.410.2.3), and functional performance testing, commissioning reports and O&M documentation are included as deliverables . CALGreen supplies compliance forms, checklists and sample templates (including verification checklists and documentation author declarations) to help applicants meet these submittal and verification requirements .
Practically, expect to provide plan notes and attachments that cross‑reference the applicable CALGreen sections, commissioning specifications and plan, completed application checklists (residential or nonresidential), product/chain‑of‑custody documentation where required, executed installation checklists, and FPT forms as part of plan intake and inspections .

CALGreen § 102.1 High relevance — show source text
- The application checklist identifies which measures are required by this code and allows users to check off which voluntary items have been selected to meet voluntary tier levels if desired or mandated by a city, county, or city and county.
SECTION 102—CONSTRUCTION DOCUMENTS AND INSTALLATION VERIFICATION
102.1 Submittal documents. Construction documents and other data shall be submitted in one or more sets with each application for a permit. Where special conditions exist, the enforcing agency is authorized to require additional construction documents to be prepared by a licensed design professional and may be submitted separately.
Exception: The enforcing agency is authorized to waive the submission of construction documents and other data not required to be prepared by a licensed design professional.
102.2 Information on construction documents. Construction documents shall be of sufficient clarity to indicate the location, nature and scope of the proposed green building feature and show that it will conform to the provisions of this code, the California Building Standards Code and other relevant laws, ordinances, rules and regulations as determined by the enforcing agency.
102.3 Verification. Documentation of conformance for applicable green building measures shall be provided to the enforcing agency. Alternate methods of documentation shall be acceptable when the enforcing agency finds that the proposed alternate documentation is satisfactory to demonstrate substantial conformance with the intent of the proposed green building measure.
[HCD] Documentation of conformance for applicable green building measures shall be provided to the enforcing agency. All projects shall submit a completed Residential Occupancies Application Checklist that includes Chapter 4 residential mandatory measures and Tier 1 or Tier 2, as applicable. References to the measure-specific documentation used to show compliance shall be included. Alternate methods of documentation shall be acceptable when the enforcing agency finds that the proposed alternate documentation is satisfactory to demonstrate substantial conformance with the intent of the proposed green building measure.

SECTION 103—BUILDING STANDARDS COMMISSION
103.1 BSC-CG. Specific scope of application of the agency responsible for enforcement, the enforcement agency, and the specific authority to adopt and enforce such provisions of this code, unless otherwise stated.
- Application— All occupancies where no state agency has the authority to adopt green building standards applicable to those occupancies. Enforcing agency— State or local agency specified by the applicable provisions of law. Authority cited— Health and Safety Code Sections 18930.5(a), 18938 and 18940.5. Reference— Health and Safety Code, Division 13, Part 2.5, commencing with Section 18901.
- Graywater systems. The construction, installation and alteration of graywater systems for indoor and outdoor uses in nonresidential occupancies. Application— All occupancies where no state agency has the authority to adopt green building standards applicable to those occupancies. Enforcing agency— State or local agency specified by the applicable provisions of law. Authority cited— Health and Safety Code Section 18941.8. Reference— Health and Safety Code Section 18941.8.
103.1.1 Adopting agency identification. The provisions of this code applicable to buildings identified in this section will be identified in the Matrix Adoption Tables under the acronym BSC-CG.

ADMINISTRATION
CALGreen § 110.3.4.1 High relevance — show source text
110.3.4.1 [HCD 1] Moisture content verification. Moisture content of framing members shall be verified in accordance with the California Green Building Standards Code (CALGreen), Chapter 4, Division 4.5.
[A] 110.3.5 Types IV-A, IV-B and IV-C connection protection inspection. In buildings of Types IV-A, IV-B and IV-C construction, where connection fire-resistance ratings are provided by wood cover calculated to meet the requirements of Section 2304.10.1, inspection of the wood cover shall be made after the cover is installed, but before any other coverings or finishes are installed.
[A] 110.3.6 Lath and gypsum panel product inspection. Lath and gypsum panel product inspections shall be made after lathing and gypsum panel products, interior and exterior, are in place, but before any plastering is applied or gypsum panel product joints and fasteners are taped and finished.
Exception: Gypsum panel products that are not part of a fire-resistance-rated assembly or a shear assembly.
[A] 110.3.7 Weather-exposed balcony and walking surface waterproofing. Where balconies or other elevated walking surfaces have weather-exposed surfaces, and the structural framing is protected by an impervious moisture barrier, all elements of the impervious moisture barrier system shall not be concealed until inspected and approved.
Exception: Where special inspections are provided in accordance with Section 1705.1.1, Item 3.
[A] 110.3.8 Fire- and smoke-resistant penetrations. Protection of joints and penetrations in fire-resistance-rated assemblies, smoke barriers and smoke partitions shall not be concealed from view until inspected and approved.
[A] 110.3.9 Energy efficiency inspections. Inspections shall be made to determine compliance with Chapter 13 and shall include, but not be limited to, inspections for: envelope insulation R- and U-values, fenestration U-value, duct system R-value, and HVAC and water-heating equipment efficiency.
[A] 110.3.10 Other inspections. In addition to the inspections specified in Sections 110.3.1 through 110.3.9, the building official is authorized to make or require other inspections of any construction work to ascertain compliance with the provisions of this code and other laws that are enforced by the department of building safety.
[A] 110.3.11 Special inspections. For special inspections, see Chapter 17.
[A] 110.3.12 Final inspection. The final inspection shall be made after all work required by the building permit is completed.
[A] 110.3.12.1 Flood hazard documentation. If located in a flood hazard area, documentation of the elevation of the lowest floor or the elevation of dry floodproofing, if applicable, as required in Section 1612.4 shall be submitted to the building official prior to the final inspection.
110.3.12.2 [HCD 1] Operation and maintenance manual. At the time of final inspection, a manual, compact disc, web-based reference or other media acceptable to the enforcing agency shall be placed in the building in accordance with the California Green Building Standards Code (CALGreen), Chapter 4, Division 4.4.
[A] 110.4 Inspection agencies. The building official is authorized to accept reports of approved inspection agencies, provided that such agencies satisfy the requirements as to qualifications and reliability.
CALGreen § 504.8.5.2 High relevance — show source text
A6.504.8.5.2 Documentation. Verification of compliance with this section shall be provided as requested by the enforcing agency. Documentation shall include at least one of the following:
- Product certifications and specifications.
- Chain of custody certifications.
- Other methods acceptable to the enforcing agency.
A6.504.9 Environmental tobacco smoke (ETS) control. [OSHPD 1, 2 & 4] Where outdoor areas are provided for smoking, prohibit smoking within 25 feet of building entries, outdoor air intakes and operable windows and within the building, if not already prohibited by other laws or regulations, or as enforced by ordinances, regulations or policies of any city, county, city and county, California Community College, campus of the California State University or campus of the University of California, whichever are more stringent. When ordinances, regulations or policies are not in place, post signage to inform building occupants of the prohibitions.

A6.505.2 Indoor moisture control. Buildings shall meet or exceed the provisions of California Building Code, CCR, Title 24, Part 2, Sections 1203 and Chapter 14.

For I-occupancies that are not regulated by OSHPD or for I-occupancies and L-occupancies that are not regulated by the California Energy Code Section 100.0 Scope, all requirements in Sections 5.410.2 through 5.410.2.6 shall apply.
Note: For energy-related systems under the scope (Section 100) of the California Energy Code, including heating, ventilation, air conditioning (HVAC) systems and controls, indoor lighting systems and controls, as well as water heating systems and controls, refer to California Energy Code Section 120.8 for commissioning requirements.
Commissioning requirements shall include:
- Owner’s or owner representative’s project requirements.
- Basis of design.
- Commissioning measures shown in the construction documents.
- Commissioning plan.
- Functional performance testing.
- Documentation and training.
- Commissioning report.
Exceptions:
Unconditioned warehouses of any size.
Areas less than 10,000 square feet used for offices or other conditioned accessory spaces within unconditioned warehouses.
Tenant improvements less than 10,000 square feet as described in Section 303.1.1.
Open parking garages of any size, or open parking garage areas, of any size, within a structure.
Note: For the purposes of this section, unconditioned shall mean a building, area or room which does not provide heating and/or air conditioning.
Informational Note:
- Functional performance testing for heating, ventilation, air conditioning systems and lighting controls must be performed in compliance with the California Energy Code.
5.410.2.1 Owner’s or Owner representative’s Project Requirements (OPR). [N] The expectations and requirements of the building appropriate to its phase shall be documented before the design phase of the project begins. This documentation shall include the following:
- Environmental and sustainability goals.
- Building sustainable goals.
- Indoor environmental quality requirements.
- Project program, including facility functions and hours of operation, and need for after hours operation.
- Equipment and systems expectations.
- Building occupant and operation and maintenance (O&M) personnel expectations.
5.410.2.2 Basis of Design (BOD). [N] A written explanation of how the design of the building systems meets the OPR shall be completed at the design phase of the building project. The Basis of Design document shall cover the following systems:
Renewable energy systems.
Landscape irrigation systems.
Water reuse systems.
5.410.2.3 Commissioning plan. [N] Prior to permit issuance a commissioning plan shall be completed to document how the project will be commissioned. The commissioning plan shall include the following:
- General project information.
- Commissioning goals.
- Systems to be commissioned. Plans to test systems and components shall include: a. An explanation of the original design intent. b. Equipment and systems to be tested, including the extent of tests.
c. Functions to be tested.
d. Conditions under which the test shall be performed. e. Measurable criteria for acceptable performance. 4. Commissioning team information. 5. Commissioning process activities, schedules and responsibilities. Plans for the completion of commissioning shall be included.

Introduction:
The purpose of this code is to improve public health, safety and general welfare by enhancing the design and construction of buildings through the use of concepts that reduce negative and increase positive environmental impacts. Commissioning is a vital element in this effort.

Glossary:
Acceptance Criteria— The conditions that must be met for systems or equipment to meet defined and expected outcomes.
Commissioning (Cx)— Building commissioning as required in this code involves a quality assurance process that begins during design and continues to occupancy. Commissioning verifies that the new building operates as the owner intended and that building staff are prepared to operate and maintain its systems and equipment. Exceptions are allowed for dry storage warehouses of any size and conditioned spaces under 10,000 square feet accessory to them; and for tenant improvements under 10,000 square feet within a larger space.
Owner— The individual or entity holding title to the property on which the building is constructed.
Commissioning Coordinator— The person who coordinates the commissioning process. This can be either a third-party commissioning provider or an experienced member of the design team or owner in-house staff member.
Commissioning Team— The key members of each party involved with the project designated to provide insight and carry out tasks necessary for a successful commissioning project. Team members may include the commissioning coordinator, owner or owner’s representative, building staff, design professionals, contractors or manufacturer’s representatives and testing specialists.

7.3 Enforcement:
At their discretion, the inspector confirms demonstrated compliance during on-site enforcement by: a) Receipt of a copy of the commissioning report, or b) Receipt of a form signed by the owner or owner’s representative attesting that the Cx Report has been completed.

CHAPTER 1 – ADMINISTRATION

CALGreen § 105.6.1 Medium relevance — show source text
[A] 105.6.1 Refusal to issue a permit. Where the application or construction documents do not conform to the requirements of pertinent laws, the code official shall reject such application in writing, stating the reasons therefor.
[A] 105.7 Validity of permit. The issuance or granting of a permit or approval of plans, specifications and computations shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the jurisdiction. Permits presuming to give authority to violate or conceal the provisions of this code or other ordinances of the jurisdiction shall not be valid.
[A] 105.8 Expiration. On or after January 1, 2019, every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 12 months after its issuance or if the work authorized on the site by such permit is suspended or aban- doned for a period of 12 months after the time the work is commenced. The building official is authorized to grant, in writing, one or more extensions of time for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demon- strated. (See Health and Safety Code Section 18938.5 and 18938.6.)
[A] 105.9 Retention of permits. Permits shall at all times be kept on the premises designated therein and shall at all times be subject to inspection by the code official or other authorized representative.
[A] 105.10 Revocation of permits. Permits issued under this code can be suspended or revoked where it is determined by the code official that:
- It is used by a person other than the person to whom the permit was issued.
- It is used for a location other than that for which the permit was issued.
- Any of the conditions or limitations set forth in the permit have been violated.
- The permittee fails, refuses or neglects to comply with any order or notice duly served on him or her under the provisions of this code within the time provided therein.
- There has been any false statement or misrepresentation as to material fact in the application or plans on which the permit or application was made.
- The permit is issued in error or in violation of any other ordinance, regulations or provisions of this code.
The code official is allowed to, in writing, suspend or revoke a permit issued under the provisions of this code whenever the permit is issued in error or on the basis of incorrect information supplied, or in violation of any ordinance or regulation or any of the provisions of this code.
SECTION 106—CONSTRUCTION DOCUMENTS
[A] 106.1 General. Plans, engineering calculations, diagrams and other data shall be submitted in not fewer than two sets, or in a digital format where allowed by the code official, with each application for a permit. The construction documents shall be prepared by a registered design professional where required by the statutes of the jurisdiction in which the project is to be constructed. Where special conditions exist, the code official is authorized to require additional documents to be prepared by a registered design professional.
Exception: Submission of plans, calculations, construction inspection requirements and other data, if it is found that the nature of the work applied for is such that reviewing of plans is not necessary to obtain compliance with this code.

TIER 2 CHECKLIST
Application: This checklist shall be used for nonresidential projects that meet the following: new construction, or building additions of 1,000 square feet or greater, or building alterations with a permit valuation of $200,000 or more pursuant to Section 301.3, AND are adopting Tier 2 voluntary measures.
Note: All applicable mandatory requirements in Chapter 5 shall be met prior to applying Tier 2 voluntary measures.
Instructions:
Comply with all Tier 2 prerequisite measures from the various categories shown on the table below.
Add a “ Y ” to all mandatory and Tier 2 prerequisite measures in the appropriate columns.

What construction documents are required for CALGreen compliance?
Construction documents must be submitted with the permit application and be clear enough to show the location, nature and scope of green features and demonstrate conformance with CALGreen; the enforcing agency may require additional documents prepared by a licensed design professional when necessary (§102.1–§102.2) .
How do I show verification of green measures?
Documentation of conformance for applicable green measures must be provided to the enforcing agency; CALGreen accepts alternate documentation if the enforcing agency finds it demonstrates substantial conformance. Residential projects must also submit the Residential Occupancies Application Checklist with references to the measure‑specific documentation used to show compliance (§102.3) .
What commissioning documents should be included in the construction documents?
Commissioning measures (including the OPR, Basis of Design, and a project‑specific Commissioning Plan) must be shown in the construction documents; the Code requires functional performance testing, a commissioning report and O&M/manual deliverables as part of verification and final acceptance (§5.410.2 and §5.410.2.3) .
