2.56.010 - Designated.¶
The following fees for filing a nomination paper shall be paid to the city clerk by each candidate:
A. Two hundred fifty dollars for the office of mayor;
B. One hundred dollars for the office of councilman.

2.56.020 - Payment—Refunds.¶
A. The filing fee required to be paid to the city shall be paid at the time the nomination paper is presented to the city clerk for filing. The city clerk shall not accept or file any nomination paper unless the fee is paid at the time specified in this section.
B. Payment of the filing fee shall be made only in cash, or by certified or cashier's check, or by United States Postal Service money order made payable to the city, and the city clerk shall not accept personal checks, third-party checks or any other medium of payment tendered to satisfy the filing fee.
C. If a candidate does not qualify for the ballot because of insufficient signatures on his nomination paper, he shall be entitled to a refund of the filing fee, less the amount of twenty-five dollars which shall be retained by the city to defray expenses incurred in processing the candidate's election papers. Refunds for other reasons shall not be allowed.

2.56.030 - Write-in candidates.¶
Each write-in candidate for the office of mayor or councilman shall pay the same filing fees that would have been required if his nomination paper had been filed. The fees shall be paid at the time his declaration of write-in candidacy required by Section 18601 of the Elections Code of the state is presented to the city clerk for filing. The city clerk shall not accept or file any such declaration of write-in candidacy unless the fees are paid at the time specified herein.

2.56.040 - Filing of petition in lieu of paying filing fees.¶
Any candidate, in lieu of paying the filing fees required by this chapter, may submit to the city clerk, at the time the nomination paper is presented for filing, a petition signed by not less than five hundred registered electors who reside in the city if he is seeking the office of mayor, and not less than two hundred registered electors who reside in the city if he is seeking the office of councilman, supporting his candidacy for such office. The petition shall be on a form provided for that purpose by the city clerk without charge to the candidate. The city clerk shall, upon receiving such petition, verify its sufficiency, and if he finds the petition to be in the form and substance required, the city clerk shall accept and file the nomination paper without the payment of the filing fees. The submission of such a petition of registered electors supporting an individual's candidacy for the office of mayor or councilman is not intended to decrease the number of signatures required for a candidate's nomination paper, and any such signatures shall be in addition to, and different from, the signatures to the petition filed in lieu of the payment of the filing fees.

2.56.050 - Disposition of fees collected.¶
The city clerk shall transmit to the city treasurer all fees collected from candidates pursuant to this chapter within ten days after receipt thereof, and all such fees received by the city treasurer shall be deposited to the general fund of the city.

2.56.060 - Establishing charge for cost of printing, handling, translating, and mailing…¶
The city clerk shall file and caused to be printed and published in the voter's pamphlet a candidate's statement of each candidate for the office of mayor and councilmember which is submitted in compliance with the California Elections Code, and each candidate submitting a candidate's statement shall pay the cost of printing, handling, translating and mailing the candidate's statement as set by a resolution of the city council. Pursuant to the authority set forth in this section, the council, in its discretion, may charge all, none, or only a portion of the cost of printing, handling, translating and mailing the candidate's statement.
