2.42.010 - Creation—Membership.¶
A. The youth commission shall consist of seven voting members who shall be between the ages of thirteen and twenty-one at the time of appointment to the commission.
B. One member each shall be selected annually at the first meeting in September as the chairperson, vice-chairperson and secretary of the commission for terms of one year; no person shall serve in each of these positions for more than two consecutive years.
C. The commission may establish ad hoc and/or standing committees for the purposes of effectively performing its work.
D. The membership shall reflect a broad range of ages, backgrounds, schools, grade levels and neighborhood diversity to the greatest extent possible.
E. Members of the commission shall not hold any paid office or employment with the city of Vallejo.
F. Qualified students may nominate themselves by completing an application on the city's standard form and filing such application in the office of the city clerk. Applications received shall be processed in the same manner as applications for appointment to the other boards and commissions of the city. The city council shall appoint the student members to the commission. When commissioners are appointed, each shall provide the city clerk their parent or guardian's contact information (telephone and/or e-mail).
G. Two nonvoting adult advisors shall be appointed to the commission in the manner provided by Section 2.02.350 herein. The application and notice process provided for in this section shall be in addition to the application and notice provisions provided for in Section 2.02.350.
H. A minimum of one, but no more than three, city councilmember(s) shall be appointed as commission liaisons in the same manner as other council liaison appointments to boards and commissions.
I. In addition to the posting and publishing of notice of vacancies as provided in Section 2.02.350, the city shall send notice and application forms to the principals of each of the high schools, and middle schools requesting wide circulation/dissemination of the notice among the student body, and urging qualified students to apply for appointment on the commission. In addition, vacancy notices shall be circulated to community-based student organizations urging qualified youth to apply.
J. Commissioners must notify the chair or one of the adult advisors, prior to the meeting, if they cannot attend a scheduled meeting. Commissioners and their parent/guardian shall receive a written notice of the two unexcused absences; the notice shall inform them that if the commissioner misses the next scheduled meeting, they may be removed from the commission. Removal from office for nonattendance at meetings shall be in compliance with Vallejo Municipal Code Section 2.26.060.

2.42.020 - Membership—Residency requirement.¶
Each member of the commission shall be a resident of the city of Vallejo.

2.42.030 - Term of appointments—Filling vacancies.¶
A. The term of the office of the commission shall be two years. Every member shall serve until the member's successor is duly qualified and appointed by the city council. If a vacancy occurs, other than by expiration of a term, it shall be filled by appointment for the unexpired portion of the term by the city council in the same manner as an original appointment.
B. For the initial appointments after adoption of this ordinance, five of the commissioners will serve a one-year term. This will result in future commissioners having staggered terms of two years to ensure continuity of commission input.

2.42.040 - Purposes.¶
The purpose of the commission shall be to promote the general health and welfare of the young people in the city of Vallejo and give them a voice in their city government:
A. By identifying and studying the social, economic, educational, cultural and emotional needs of the youth of the community in Vallejo and creating citizen awareness of those needs;
B. By rendering advice and assistance, as needed or requested, to the city council, city boards and commissions, to the Vallejo City Unified School District and the Greater Vallejo Recreation District, and any other organizations in the city on matters affecting the youth of Vallejo;
C. By suggesting specific programs that the commission determines will help meet the needs of Vallejo's youth;
D. By providing an opportunity for the youth of Vallejo to learn about and appreciate the variety of services and programs provided by local government; and
E. By establishing a positive linkage between the youth of the community and their local elected officials.

2.42.050 - Duties.¶
The duties of the commission shall include:
A. Uphold the Vallejo Municipal Code and all other ordinances and regulations of the city of Vallejo and the laws of the state of California;
B. Annually nominate and request that the city council recognize a person, business or organization for their contributions to youth and the city of Vallejo;
C. Organize an annual youth town hall meeting to discuss issues affecting the city and the perspective of youth on these issues;
D. Recommend to the city council, as needed, new city ordinances on issues pertaining to youth;
E. Identify and recommend to the city council program needs that will promote the health and welfare of Vallejo's youth;
F. Promote the needs of youth in the community development block grant program;
G. Promote community awareness of programs provided by existing agencies or organizations that focus on the development or improvement of the lives of young people;
H. Undertake investigations and studies for the purpose of making recommendations to the city council, or bringing awareness to the community, on issues concerning, but not limited to:
Leisure time activities and recreational and social programs;
Development of employment opportunities;
Employment counseling and career development programs;
Key issues threatening the health and safety of Vallejo's youth, including, but not limited to, delinquency, violent and nonviolent crime, and the use of drugs and alcohol; and
Policies for the improvement and strengthening of physical, mental and moral welfare of the youth of the city of Vallejo;
I. Prepare and provide an annual report to the city council summarizing the commission's activities; and
J. Perform other duties as may be requested by the city council; the commission can request consent from the city council to allow other commission projects or activities not listed herein.
