Part 44 — CORAL STREET OVERLAY DISTRICT

24.10.4400 PURPOSE.

The purpose of the Coral Street Overlay District is to allow for the uses and types of development described in the Coral Street Visioning Report and to provide for the capacity of temporary housing required under state law. The goal of this overlay is to create zoning conditions that will support the creation of new and expanded housing and services programs for people experiencing or at risk of homelessness. 24.10.4410 APPLICABILITY.

The Coral Street Overlay District shall apply to the area designated on the official zoning map of the city and shall be combined with the underlying zone for such area. This district generally includes most of the properties with frontage on the north and south sides of Coral Street between River Street to the east and the rail corridor to the west.

24.10.4420 PERMITTED USES.

The principal permitted and use permit required uses of the underlying zone shall continue to apply. In addition, notwithstanding Section 24.10.040, the following uses shall be principally permitted:

  1. Temporary housing, including, but not limited to, emergency shelters, navigation centers, bridge housing, and respite or recuperative care, subject to the standards in Chapter 24.12, Part 17;

  2. Multiple dwellings or condominiums where all dwellings, except for up to three manager’s units, are offered at an affordable rent or sale price to moderate or lower income households as recorded in a developer affordable housing agreement with the city;

  3. Residential behavioral health program facilities, including substance use disorder treatment facilities and secure behavioral health facilities;

24.10.4440 DISTRICT REGULATIONS.

  1. Development standards shall be those of the underlying zone, except as modified by this section, notwithstanding Section 24.10.040.

  2. For buildings in which the uses include at least one of the uses described in Section 24.10.4420(1) through (5), the maximum height of buildings shall be five stories and sixty feet.

  3. The development site shall not include any natural and protected lands described under Public Resources Code Section 21067.5, as may be amended.

  4. For one hundred percent affordable housing projects, any lease or sales agreements shall state that the tenants/owners recognize that a variety of industrial uses exist in the area, and industrial uses often involve noise, smell, dust, or other impacts on the surrounding area.   5. Supportive housing;

  6. Wraparound services relating to temporary housing, including, but not limited to, mail services, job training, and behavioral health programs; and

  7. Principal permitted commercial uses in the Community Commercial District as described in Section 24.10.710;

  8. Live-work units consistent with Section 24.12.185(13). (Ord. 2026-06 § 2, 2026).

24.10.4430 USE DETERMINATION.

Any other use or service establishment determined by the zoning administrator to be of the same general character, as defined by similar types of operations, service population, intensity, and nature of use, as the foregoing uses, and which will not impair the present or potential use of adjacent properties, may be permitted.
