2.18.010 - Office and department created.¶
There is created a county department of public works and transportation and an office of director of public works and transportation. A director of public works shall be appointed by the board of supervisors upon recommendation of a qualified candidate by the county administrator and shall be the head of the department.

2.18.020 - Qualifications of director of public works and transportation.¶
If the director of public works and transportation is not a registered civil engineer, any civil engineering functions which are required to be performed by the director per statute, ordinance, regulation or contract shall be performed by a registered civil engineer acting under the authority of the director of public works and transportation.

2.18.030 - Abolition of road commissioner and transfer of duties.¶
In accordance with Streets and Highways Code Section 2006.1, the office of county road commissioner is abolished and all duties of the road commissioner are transferred to the director of public works and transportation. The director of public works and transportation shall not be required to have any special permit, registration or license. Any civil engineering functions which are required to be performed by the road commissioner shall be performed by a registered civil engineer acting under the authority of the director of public works and transportation.

2.18.040 - Duties of director of public works and transportation.¶
The director of public works and transportation shall be responsible for general supervision of the functions of county surveyor, and shall be responsible to the county administrator and board of supervisors for administration of the following functions:
(1) All duties which were, or may hereafter be established for the former position of road commissioner as prescribed in the Streets and Highways Code or other state laws;
(2) General supervision of the duties of surveyor as prescribed in Government Code Section 27550 et seq.;
(3) General direction and supervision of the activities of the San Luis Obispo County Flood Control and Water Conservation District;
(4) All duties of the county director of transportation pursuant to Sections 65084 and 65085 of the Government Code;
(5) Plan, organize, and direct activities related to building and facilities maintenance and architectural services; and
(6) Such other functions as may, from time to time, be directed by the board of supervisors, including administration of special districts, and county franchises.

2.18.050 - Abolition of county engineer and transfer of duties.¶
With the enactment of Ordinance No. 2930 on March 20, 2001, the office of county engineer was abolished, and was replaced with the office of the director of public works and transportation. Since the enactment of said ordinance, any reference to the "county engineer" in this county code refers to the "director of public works and transportation." Any civil engineering functions which are required to be performed by the county engineer per statute, ordinance, regulation or contract shall be performed by a registered civil engineer acting under the authority of the director of public works and transportation.

2.18.060 - Disposition of utility easements.¶
Subject to review and approval as to form by county counsel, the director of public works, or designee, is hereby authorized to grant or otherwise convey easements, licenses, or permits when necessary for the installation of utilities related to a county-managed construction project occurring on county-owned real property, to any public utility corporation in the manner and upon the terms and conditions the director of public works determines or prescribes. Any grant or conveyance under this section must be accompanied by a written finding by the director of public works, or designee, that the conveyance is in the public interest and that the interest in the land conveyed will not substantially conflict or interfere with the use of the property by the County of San Luis Obispo.
