2.10.010 - Office and department created.

There is created a county human resources department and an office of human resources director to head the department. The human resources director shall be appointed by, and serve subject to the direction of the board of supervisors at a salary to be set by the board of supervisors.

2.10.020 - Qualifications for human resources director.

The human resources director shall be a person having demonstrated knowledge of the principles, practices and legal requirements of public human resources administration and shall have at least one year of management and human resources experience in a public agency or shall otherwise demonstrate to the satisfaction of the board of supervisors that the applicant for the position of human resources director has equivalent skills and abilities necessary for successful management of the human resources department.

2.10.030 - Duties of human resources director.

(a) The human resources director shall generally advise, assist, and be responsible to the board of supervisors for the proper and efficient management of the county's human resources programs.

(b) The human resources director shall administer the civil service system pursuant to the rules adopted by the civil service commission and shall:

(1) Advise the commission on civil service matters and changes in civil service rules;

(2) Serve as secretary to the civil service commission.
