§ 7-3-100. UNIFORM NUMBERING PLAN.¶
The public interest, safety, welfare, and convenience require the establishment of a numbering system of street and road addresses, in a uniform plan for the City of San Leandro, said plan shall be in agreement with the Alameda County Property Numbering system adopted by Ordinance No. 288 N.S. of the County of Alameda on the 11th day of July, 1957, and being Chapter 4 of Title 5 of the Alameda County Ordinance Code.
§ 7-3-105. SAN LEANDRO PORTION—ALAMEDA COUNTY PROPERTY¶
NUMBERING SYSTEM.
The City Council of the City of San Leandro, hereby establishes a numbering system of street and road addresses for this City in accordance with the Alameda County Property Numbering System which shall be known as the San Leandro Portion of the Alameda County Property Numbering System, which shall be effective within the City of San Leandro.
§ 7-3-110. BASE LINES—SAN LEANDRO PORTION—ALAMEDA COUNTY¶
PROPERTY NUMBERING SYSTEM.
The San Leandro Portion of the Alameda County Property Numbering System shall consist of base lines, lying either within or without the limits of this City, from which property numbers shall be established, said property numbers to progress in an increasing magnitude in easterly and westerly and southerly directions generally in accordance with the distance from the base lines.
§ 7-3-115. MAPS—SAN LEANDRO PORTION—ALAMEDA COUNTY PROPERTY¶
NUMBERING SYSTEM.
The San Leandro Portion of the Alameda County Property Numbering System shall consist of a map of said City or portion thereof adopted under Section 7-3-150 upon which map said base lines may be shown or designated and by index lines indicate the principal locations at which major units of the numbering system shall commence, and such other maps shall be prepared and maintained as shall be necessary to designate the numbers and locations of numbers assigned to particular buildings and lands under said System. All maps constituting any portion of the San Leandro Portion of the Alameda County Property Numbering System shall have a legend endorsed thereon stating that said maps constitute a portion of said System.
§ 7-3-120. MAINTENANCE OF NUMBERING SYSTEM.¶
Upon the establishment of said System or portions thereof, said System shall be continued, enforced, operated, and maintained within this City by the office, persons, or department designated by resolution of this Council, and property numbers assigned within the City shall be done in accordance with said System.
§ 7-3-125. DETERMINATION OF PROPER NUMBERS.¶
For purposes of determining the proper number of a particular location, said number shall be proportional to the distances between the numbers next adjacent to the location on either side or the major unit line or lines if no numbers have been previously established on adjoining properties. For purposes of determining whether a number shall be odd or even, it is determined that odd numbers shall be on the right hand side of the street or road, and even numbers on the left hand side of the street or road in the direction of increasing magnitude of numbers. Where existing numbers have been established prior to this ordinance and the odd and even numbers exist in a reverse order on the sides of the street or road, said reversed order of odd and even number location shall remain as it presently exists unless changed according to law and shall continue for any extension of the street or road.
§ 7-3-130. DESIGNATION OF "STREETS" OR "ROADS".¶
No street or road crossing any of said base lines of said System, where the numbering along said street or road shall originate from the intersected base line, shall be known by the same name on both sides of said base line unless said street or road shall be adequately designated by a prefix or suffix indicating a principal compass direction to denote the position of the street or road in relation to the base line (i.e., West Avenue 100, East Avenue 100, Northwest 200th Street, Southeast 200th Street). From and after the effective date of this ordinance any public street, road, or way established, or any of same offered in dedication for public use or any private street or roadway established shall be named in accordance with the following:
All streets, roads, and ways running generally northerly and southerly (i.e., roughly parallel to the shores of San Francisco Bay) to be known as "streets" or roads".
All streets, roads and ways running generally easterly and westerly (i.e., roughly at right angles to the shores of San Francisco Bay) shall be known as "avenues" or "ways".
All streets, roads, and ways running in a variable, curving or winding directions shall be known as "drives" or "lanes".
All cul-de-sac or dead ends, not a continuation of any of the above shall be known as "courts" or "places". Major arterial routes through the City may be known as "boulevards, parkways, freeways or throughways".
All streets, roads and ways shall be known by the same name for its entire length and whether a street, road or way shall change direction by ninety degrees (90°) or a lesser angle, each direction shall be known by a different name, provided that where such exists on the effective date of this ordinance such name may continue to exist provided there shall be no further extension of said street, road or way.
§ 7-3-135. DISPLAY OF NUMBERS.¶
The office, persons, or department designated to establish, continue, operate and maintain said Numbering System shall give notice to the occupants or owners of land or building which are assigned or reassigned numbers under said System, which notice shall contain the old number, the new number, or the number reassigned to a particular building or parcel of land, and the date on which the new number shall become effective. Within 10 days of the effective date of said notice of number assigned or reassigned, the occupants or owners of said property or buildings shall cause the number to be displayed upon the building or land in such manner as to be visible from the street or road upon which the land or building fronts, and shall remove or obscure from public view any old or previous number not in accordance with said System, provided that in rural areas where buildings are removed a considerable distance from any public street or road, or where rural free delivery of mail is provided, said number may be displayed upon receptacles designed for the delivery of mail. Nothing contained herein shall be construed to prohibit the display of a property number in accordance with said System upon any road or driveway leading to buildings removed a substantial distance from the public road or street upon. which the subject site abuts.
§ 7-3-140. CHANGE OF STREET NUMBERS.¶
Notwithstanding any other provision of this Chapter, the person owning or occupying any premises the street number of which has been changed in accordance with law, shall publicly display both the old street number and the new street number of a period of 90 days from and after the effective date of any such change.
§ 7-3-145. ADOPTION OF NUMBERING SYSTEM.¶
The adoption of the San Leandro Portion of the Alameda County Property Numbering System shall in no way affect the legal description of property by lot and block numbers or by metes and bounds.
§ 7-3-150. BASE AND INDEX LINE REFERENCE.¶
The base and index lines hereinbefore mentioned in Section 7-3-115 hereof are delineated upon the map entitled "GENERAL PLAN of the City of San Leandro Portion of the Alameda County Property Numbering System," filed in the office of the City Clerk on the 7th day of October, 1957 and the map entitled, "Amendment to the GENERAL PLAN of the San Leandro Portion of the Alameda County Property Number System" filed in the office of the City Clerk on the 26th day of November, 1957, which maps and all notations and other information thereon are hereby made a part of this Chapter by reference.
