§ 3-9-100. TAKE OFF/LANDING PROHIBITIONS.¶
No person shall take off or land any aircraft, including helicopters and lighter-than-air craft within the corporate limits of the City of San Leandro at any site other than an established airport, aircraft landing field, heliport, or helistop designated as such by the City Council of the City of San Leandro, except as hereinafter provided. The words "take off and land" shall include hovering and attachment of lifting devices for purpose of aerial movement of any materials, structures or objects. The prohibition of this section shall not apply to emergency landings necessary for the protection of human life.
§ 3-9-105. INFREQUENT HELICOPTER LANDINGS.¶
Helicopters may land and take off in any district provided that a permit therefor has first been obtained from the City Manager and when such landings or take-offs are consistent with the public health, safety and welfare. The City Manager may grant such a permit provided that:
(a) The applicant provides evidence that the proposed activity complies with all applicable
Federal and State regulations;
(b) The proposed activity is in compliance with all local building, fire and health codes;
(c) Fire protection facilities are provided satisfactory to the San Leandro Fire Department;
(d) Public access to the area is restricted to prohibit the entrance of unauthorized persons;
(e) Operation of the facilities will not be detrimental to or interfere with the enjoyment of
surrounding properties
The provisions of this section should not be construed as permitting the establishment of an
airport, aircraft landing field, heliport or helistop within the meaning of Section 3-9-100.
