Chapter 1-7 — PUBLICATION OF LEGAL NOTICES

Article 1 General(Legislative History: Ordinance No. 94-010, 6/6/94 (Section 1-7-100))
§ 1-7-100. SOLICITATION OF BIDS.¶
The Purchasing Agent shall solicit bids from each newspaper of general circulation for the City for the publication of legal notices on behalf of the City for such period as the Purchasing Agent deems appropriate in the best interest or the City.
§ 1-7-105. RECEIPT AND OPENING OF BIDS.¶
All bids shall be sealed, identified on the envelope, and submitted to the Purchasing Agent at or before the time specified in the solicitation, At the time specified, the bids shall be publicly opened and read. Any bid submitted after commencement of bid opening shall be rejected and returned unopened.
§ 1-7-110. REJECTION OF BIDS.¶
The Purchasing Agent shall reject any bid which fails to comply with the specification in any respect.
§ 1-7-115. DELIVERY OF BIDS TO COUNCIL.¶
The Purchasing Agent shall deliver all qualified bids accepted to the Council.
§ 1-7-120. REJECTION OR SELECTION OF BID.¶
The Council may reject any or all bids received, or may select therefrom the bid of the newspaper which the Council determines to be most likely to provide adequate notice to the public within the City and enter into an agreement with such newspaper for such publication.
§ 1-7-125. NO QUALIFIED BID.¶
In the event that no qualified bid is received and accepted, the Council may:
(a) Negotiate and enter into an agreement for such publication with any daily newspaper of
general circulation for the City; or
(b) Negotiate and enter into an agreement for such publication with any daily newspaper of
general circulation for the County; or
(c) Direct that legal notices be published by posting in three public places in the City; or
(d) Provide for any combination of the foregoing.
