§ 71.01 DRIVING THROUGH FUNERAL PROCESSIONS AND PARADES. ¶
No operator of any vehicle shall drive between the vehicles comprising a funeral procession or a parade provided such vehicles are conspicuously so designated. The directing of all vehicles and traffic on any street over which such funeral procession or parade wishes to pass shall be subject to the orders of the Police Department. § 71.02 COMMERCIAL VEHICLES USING PRIVATE DRIVEWAYS. ¶
(A) No person shall operate or drive a commercial vehicle in, on or across any private driveway approach, sidewalk area or the driveway itself without the consent of the owner or occupant of the property if a sign or markings are in place indicating that the use of such driveway is prohibited.
(B) For the purpose of this section, COMMERCIAL VEHICLE shall mean a vehicle having a rated capacity in excess of one-half ton. ('65 Code, § 4-5.802) (Ord. 49-C.S., passed - - ) Penalty, see § 10.99
§ 71.03 RIDING OR DRIVING ON SIDEWALKS. ¶
No person shall ride, drive, propel or cause to be propelled any vehicle, bicycle or animal across or upon any sidewalk excepting over permanently constructed driveways and excepting when it is necessary for any temporary purpose to drive a loaded vehicle across a sidewalk; provided, further, the sidewalk area shall be substantially protected in a manner prescribed by the Community Development Director. The prohibitions of this provision shall not apply to police officers in the performance of their official duties. ('65 Code, § 4-5.803) (Ord. 49-C.S., passed - -; Am. § 71.04 RIDING OR DRIVING ON NEW PAVEMENT AND MARKINGS. ¶
No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted markings in any street when a barrier, sign, cone marker or other warning device is in place warning persons not to drive over or across such pavement or marking, or when any such device is in place indicating that the street, or any portion thereof, is closed.

§ 71.05 OBEDIENCE TO BARRIERS AND SIGNS. ¶
No person, public utility or department of the city shall erect or place any barrier or sign on any street unless of a type approved by the City Traffic Engineer or disobey the instructions, remove, tamper with or destroy any barrier or sign lawfully placed on any street by any person, public utility or by any department of the city. § 71.06 OBSTRUCTING TRAFFIC BY ENTERING INTERSECTIONS. ¶
No operator of any vehicle shall enter any intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed. § 71.07 LIMITED ACCESS ROADWAYS; ENTERING AND LEAVING. ¶
No person shall drive a vehicle onto or from any limited access roadway except at such entrances and exits as are lawfully established. ('65 Code, § 4-5.807) (Ord. 49-C.S., passed - - ) Penalty, see § 10.99
§ 71.08 USE OF FREEWAYS LIMITED. ¶
No person shall drive or operate any bicycle, motor-driven cycle, or any vehicle which is not drawn by a motor vehicle upon any street established as a freeway, as defined by state law, nor shall any pedestrian walk across or along any such street so designated and described except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restrictions.

§ 71.09 SKATEBOARD, ROLLERSKATE, AND IN-LINe SKATE REGULATIONS IN THE MISSION DISTRICT. ¶
(A) No person shall ride, propel, or in any manner operate a skateboard, rollerskates, or in-line skates on, along, or over any public street, sidewalk, right-of-way, or other public property in the area designated as the Mission District Zone in §§ 153.300 through 153.308.
(B) Violation of this section is hereby declared to be an infraction and is punishable as provided in § 10.99.

§ 71.10 SKATEBOARDING, ROLLERSKATING, AND IN-LINe SKATING PROHIBITED WHERE POSTED;… ¶
(A) No person shall ride, propel, or in any manner operate a skateboard, rollerskates, or in-line skates on, along, or over any privately owned property in the city where the owner, manager, or other person in charge has prohibited the same.
(B) The prohibition set forth in division (A) above shall not apply until notice has been provided in accordance with this section.
(1) Notices shall be provided in and about the area where the activity is to be prohibited. Notices shall be placed in locations and in sufficient numbers so that they are reasonably likely to be seen by those engaging in the prohibited activities. Notices may be stenciled directly onto the private walkways or other paved surface.
(2) Each notice shall provide in capital letters at least two inches high which activities are prohibited, and underneath shall provide in print at least one inch high, “San Gabriel Municipal Code § 71.10.”
(C) For the purposes of this section, PRIVATE PROPERTY shall be deemed to include property owned by other public agencies within the city.
(D) Violations of this section are hereby declared to be infractions and are punishable as such according to § 10.99.

RESTRICTED USE OF CERTAIN STREETS
§ 71.20 TRUCK ROUTES. ¶
(A) Whenever any resolution of the city designates and describes any street, or portion thereof, as a street the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three tons, the City Traffic Engineer is hereby authorized to designate such street by appropriate signs as “Truck Routes” for the movement of vehicles exceeding a maximum gross weight limit of three tons.
(B) When any such truck routes are established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such routes and none other; provided, however, nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three tons coming from a “Truck Route” having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.
(C) The provisions of this section shall not apply to:
(1) Passenger buses under the jurisdiction of the Public Utilities Commission of the state; or
(2) Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.
(D) Those streets and parts of streets established by resolution of the Council are hereby declared to be truck routes for the movement of vehicles exceeding a maximum gross weight of three tons.

§ 71.21 COMMERCIAL VEHICLES PROHIBITED ON CERTAIN STREETS. ¶
(A) Whenever any resolution of the city designates and describes any street, or portion thereof, as a street the use of which is prohibited by any commercial vehicle, the City Traffic Engineer shall erect and maintain appropriate signs on those streets affected by such resolution.
(B) Those streets and parts of streets established by resolution of the Council are hereby declared to be streets, the use of which is prohibited by any commercial vehicle. The provisions of this section shall not apply to passenger buses under the jurisdiction of the Public Utilities Commission of the state.

§ 71.22 MOVEMENT OF HEAVY VEHICLES AND EQUIPMENT; PERMITS REQUIRED. ¶
(A) No person shall move or operate upon any of the city streets any vehicle with a load or loads in excess of those permitted by the Vehicle Code without a written permit from the City Traffic Engineer.
(B) The City Traffic Engineer may, by written permit, authorize a load or loads in excess of those allowed in the Vehicle Code if, in his judgment, the streets upon which the vehicle is to be operated can safely withstand the additional weight, or if the applicant will guarantee to the city that all costs of repair to the streets or to the public property of the city damaged by the movement of such load or loads will be paid in full. The permit shall be granted upon such conditions and upon depositing such bond as the City Traffic Engineer in his discretion may require.

§ 71.23 FLANGE-WHEELED MACHINERY. ¶
No person shall operate over the city streets any vehicle, piece of equipment or machinery which has lugs, cleats, flanges or other projections on the wheels or tracks. If the tread of the track has projections or corrugations, a filler block may be placed on each section so that a flat bearing surface will be in contact with the pavement at all times. SPECIAL STOPS REQUIRED
§ 71.35 STOP SIGNS. ¶
Whenever any ordinance or resolution of the city designates and describes any street, or portion thereof, as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which vehicles are required to stop, the City Traffic Engineer shall erect and maintain stop signs on each and every street intersecting such through street, or portion thereof, so designated, and at those entrances to other intersections where a stop is required, and at any railroad grade crossing so designated; provided, however, stop signs shall not be erected or maintained at any entrance to an intersection when such entrance is controlled by an official traffic control signal. Every such sign shall conform with, and shall be placed as provided in the Vehicle Code.

§ 71.36 DESIGNATION OF THROUGH STREETS, STOP INTERSECTIONS, AND RAILROAD GRADE CROSSINGS. ¶
(A) Those streets and parts of streets established by resolution of the Council are hereby declared to be through streets for the purposes of this subchapter.
(B) The provisions of this subchapter shall apply at one or more entrances to the intersections as such entrances and intersections are established by resolution of the Council.
(C) The provisions of this subchapter shall apply at those highway railway grade crossings as established by resolution of the Council.

§ 71.37 EMERGING FROM ALLEYS, DRIVEWAYS AND BUILDINGS. ¶
The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alleyway or driveway.

TURNING MOVEMENTS
§ 71.50 TURNING MARKERS; MULTIPLE LANES. ¶
The City Traffic Engineer is hereby authorized to place official traffic control devices within or adjacent to intersections indicating the course to be traveled by vehicles turning at such intersections. The City Traffic Engineer is hereby authorized to locate and indicate more than one lane of traffic from which drivers of vehicles may make right or left-hand turns, and the course to be traveled as so indicated may conform to or be other than as prescribed by law or ordinance. § 71.51 RESTRICTED TURN SIGNS. ¶
The City Traffic Engineer is hereby authorized to determine those intersections at which drivers of vehicles shall not make a right, left, or U turn and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the same shall be plainly indicated on the signs, or such signs may be removed when such turns are permitted.

§ 71.52 RIGHT TURNS AT SIGNAL-CONTROLLED INTERSECTIONS. ¶
(A) No driver of a vehicle shall make a right turn against a red or stop signal at any intersection which is signposted giving notice of such restriction as provided in division (B) of this section.
(B) The City Traffic Engineer shall post appropriate signs giving effect to the provisions of this section where he determines that the making of right turns against traffic signal “stop” indications would seriously interfere with the safe and orderly flow of traffic.

§ 71.53 RESTRICTED TURNS ONTO PUBLIC OR PRIVATE PROPERTY BETWEEN INTERSECTIONS. ¶
The City Traffic Engineer is hereby authorized to determine those places between intersections when, because of peak traffic periods or other causes, in order to reduce traffic congestion and diminish hazard of collision, it is reasonably necessary to restrict left turns or right turns from the street onto public or private property. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the same shall be plainly indicated on the signs, or such signs may be removed when such turns are permitted.

PEDESTRIANS
§ 71.65 ESTABLISHMENT, DESIGNATION AND MAINTENANCE OF PEDESTRIAN CROSSWALKS. ¶
(A) The City Traffic Engineer shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway. Crosswalks shall only be installed based upon a traffic analysis, except that crosswalks in place as of January 1, 1991, may be maintained in place.
(B) Crosswalks shall only be installed at intersections, except where special conditions indicate a need for a crosswalk at locations other than intersections. Crosswalks located at other than intersections shall be at least 200 feet from an intersection.

§ 71.66 USE OF PEDESTRIAN CROSSWALKS. ¶
No pedestrian shall cross a roadway with more than two travel lanes except at marked or unmarked crosswalks.

TRAINS
§ 71.75 TRAINS BLOCKING STREETS AND CROSSINGS. ¶
No person shall cause or permit any railway train, railway cars or similar vehicle on rails to stop or stand or to be operated in such a manner as to prevent the use of any street for the purposes of travel for a period of time longer than ten minutes, except that this provision shall not apply to railway trains, cars or similar vehicles on rails while blocking or obstructing a crossing because of an accident which requires the operator of the train, car or similar vehicle on rails to stop at or near the scene of the accident. § 71.76 SPEED OF RAILROAD ENGINES AND TRAINS. ¶
No engineer or other person in charge of a railroad engine or railroad train shall run, operate or drive such railroad engine or railroad train, or part thereof, in the city at a rate of speed greater than 30 miles per hour.

PRIVATE BUSES
§ 71.80 INTENT. ¶
Operators of private buses have from time to time been observed parking in a manner that obstructs access to and from businesses, occupying multiple on-street parking spaces or public transit bus zones, impairing sight distance for other motorists and pedestrians, and idling engines for significant periods of time. The operation of private buses in this manner creates unnecessary traffic congestion, increases the likelihood of safety hazards, and raises the noise and air pollution levels in the community. The city desires to regulate the parking of these private buses in order to promote the health, safety and welfare of its residents and visitors by prohibiting stopping, standing, loading or unloading of private buses from all public streets in the city.

§ 71.81 OPERATION OF PRIVATE BUSES ON PUBLIC STREETS. ¶
(A) Private buses shall only be operated on public streets for ingress to, egress from, and traveling through the city.
(B) Private buses shall be prohibited from stopping or standing adjacent to curbs or any other part of the public right-of-way within the city for any purpose including loading and unloading passengers with the following exceptions:
(1) Emergencies.
(2) Transporting passengers to and from specific cultural, educational, or entertainment events at public facilities or parks within the city.
(C) The regulations imposed by this section shall not be effective until such time as signs giving notice of such restrictions are conspicuously posted on streets at the entrances to the city.
(D) Private bus operators violating this section shall be subject to a fine as set forth in the City of San Gabriel Parking Penalty Schedule as adopted by the City Council, and amended from time to time by resolution.

§ 71.82 LICENSE. ¶
All private bus operators who load and unload passengers in the city shall have a business license issued by the city in accordance with §§ 72.076 and 110.67 of this code. (Ord. 610-C.S., passed 4-1-14)
§ 71.83 SIGNS. ¶
The City Engineer is authorized to post conspicuous signs giving notice of the restrictions on using public streets by private buses. (Ord. 610-C.S., passed 4-1-14)
