§ 33.01 CREATED. ¶
There is hereby created a Community Services Commission, consisting of five members, to be known as Community Services Commissioners, who shall serve without compensation.

§ 33.02 MEMBERSHIP; TERMS OF OFFICE. ¶
(A) Five members of the Community Services Commission shall be appointed by the Council, and when so appointed shall hold office for a period of two years and may be appointed for additional two year terms. Following expiration of his or her term of office an appointive member shall continue to serve until a successor is appointed and takes office; however, if no successor is appointed and takes office within 30 days, the extended period shall terminate and the office shall be deemed vacant.
(B) The appointive members shall be residents of the city during their respective terms. In the event that an appointive member ceases to be a resident of the city, his or her term shall terminate 30 days from the date residency is terminated, or at the conclusion of his or her term, whichever is sooner.
(C) From time to time the Mayor, with the approval of the City Council, may appoint School Board members as non-voting liaison representatives to the Community Services Commission.

§ 33.03 MEETINGS. ¶
(A) Time. All regular meetings of the Community Services Commission shall be held on a time and date established by written resolution of the City Council. (B) Place. Regular meetings of the Community Services Commission shall be held in the Council Chamber in the City Hall, located at 425 South Mission Drive. (Am. Ord. 627-C.S., passed 9-6-16; Am. § 33.04 POWERS AND DUTIES. ¶
Subject to the approval of the Council, the Community Services Commission shall have the power and duty to do and perform all acts required of it by the laws of the city and of the state pertaining to the Community Services Commission.

PLANNING COMMISSION
§ 33.30 CREATED. ¶
There is hereby established a Planning Commission of the city pursuant to the provisions of the Planning and Zoning Law, Cal. Gov't Code §§ 65100 et seq. ('65 Code, § 9-1.01) (Ord. 238, passed - - ; Am. Ord. 315, passed - - ; Am. Ord. 631, passed - - )
§ 33.31 MEMBERSHIP; QUALIFICATIONS AND TERMS OF OFFICE. ¶
The Planning Commission shall consist of five appointive members, appointed by the City Council, and when so appointed shall hold office for a period of two years and may be appointed for additional two-year terms. All members of the Planning Commission shall be residents of the city. § 33.32 MEETINGS. ¶
(A) Time. All regular meetings of the Planning Commission shall be held on a time and date established by written resolution of the City Council.

§ 33.33 SPECIAL MEETINGS; NOTICES. ¶
Special meetings of the Planning Commission may be called at any time by the Chairperson. Notice of the special meeting, which contains the time and place for the meeting, with a statement of the business to be transacted and an opportunity for the public to address the Planning Commission on such business items, must be posted in accordance with state law (Cal. Gov't Code § 54956). The notice must also be delivered personally or by mail to all members of the Planning Commission (unless waived in writing before the meeting) and to any newspaper, radio, or television station or person that has requested notice in writing.
§ 33.34 QUORUM. ¶
A majority of the appointive members of the Planning Commission shall constitute a quorum for the transaction of business.

§ 33.35 APPOINTMENT OF CHAIRPERSON. ¶

§ 33.36 APPOINTMENT OF SECRETARY. ¶
The Council may appoint a city employee as Secretary of the Planning Commission.

§ 33.37 ABSENCE OF CHAIRPERSON AND SECRETARY AT MEETINGS. ¶
In the event of the absence of the Chairperson or the Secretary or both, the appointive members of the Planning Commission shall select a Chairperson and/or Secretary Pro Tempore, as the case may be.

§ 33.38 RECORD OF MEETING PROCEEDINGS. ¶
The Planning Commission shall cause a proper record to be kept of its proceedings.

§ 33.39 EXPENDITURES; AUTHORIZATION BY COUNCIL. ¶
No expense of any kind shall be incurred by the Planning Commission unless first authorized and approved by the Council. ('65 Code, § 9-1.10) (Ord. 238, passed - - )
§ 33.40 POWERS AND DUTIES. ¶
The Planning Commission shall have the powers and shall perform the duties provided in the Planning and Zoning Law of the state (Cal. Gov't Code §§ 65100 et seq.) and the following additional powers and duties:
(A) To recommend to the proper officers of the city plans for the regulation of the future growth, development and beautification of the city in respect to its private buildings and works, streets, and vacant lots;
(B) To recommend to the proper officers of the city plans consistent with the future growth and development of the city in order to secure to the city and its inhabitants sanitation, proper service of all public utilities, shipping and transportation facilities;
(C) To make recommendations to any public authority or any corporation or individual of the city with reference to the location of any proposed building, structure or works;
(D) To recommend to the proper officers of the city the approval or disapproval of maps or plats of the subdivision of lands. Every such map or plat shall, prior to its final approval or disapproval by the proper officers of the city, be submitted to the Commission for its recommendations thereon to such body or officers;
(E) To do and perform any and all acts and things necessary and proper to carry out the provisions of the Conservation and Planning Law of the state;
(F) To make, or cause to be made, at the direction of the Council, a map or maps of the city, or any portion thereof, including adjacent territory lying outside the corporate boundaries thereof, showing the streets, highways and other natural or artificial features therein; the location or relocation proposed for any new public buildings, civic center, streets, parkways, boulevards, parks, playgrounds or other public grounds or improvements; and any proposed widening, extension, closing or relocating of any street or highway or any change in the plan of the city that it may deem advisable;
(G) To make suggestions or recommendations to the Council from time to time concerning any of the matters set forth in this section for action by the Council thereon, having due regard for the present conditions and future needs and growth of the city, including the distribution and relative location of all public buildings, grounds and open spaces devoted to public use; the planning and laying out for urban uses of all private grounds brought into the market from time to time; and the division of the city into zones or districts for the purpose of conserving and protecting the public health, comfort and safety; and

§ 33.41 PLANNING COMMISSION STAFF. ¶
(A) The City Manager shall assign, through the Community Development Director, such staff support, including a city planner, to the Planning Commission as may be required for the Commission to fulfill its obligations.
(B) The staff shall serve as support and advisory personnel to the Planning Commission. They shall have the duty to advise, but not the right to vote.
(C) The staff shall prepare, in consultation with the Chair, an agenda for each of the Commission's meetings.
(D) The staff shall prepare a staff report on each individual project application appearing on the Commission agenda. Staff may provide a staff recommendation on any item if the staff deems it appropriate to make such a recommendation. A staff recommendation, when made, is not binding on the Commission.
(E) The staff shall prepare and recommend new ordinances and ordinance revisions as necessary and as requested by the Planning Commission. The Commission may exercise its discretion in determining whether or not to recommend any such ordinances, or portions thereof, to the City Council.
(F) The staff shall prepare minutes of the Commission meetings for adoption by the Planning Commission.
(G) The staff shall maintain records of all Commission actions with reference to specific projects. Staff shall verify compliance with all conditions imposed as part of the project review by the Design Review Commission, Planning Commission and City Council.
(H) The Planning Commission shall request staff to prepare reports as needed.
