§ 30.01 MEETINGS; TIME AND PLACE. ¶
(A) Time. All regular meetings of the Council shall be held on a time and date established by written resolution of the City Council. (B) Place. Regular meetings of the Council shall be held in the City Hall, Council Chamber, located at 425 South Mission Drive, San Gabriel, California. (C) Public places for posting notices. The following are officially designated as public places for the posting of all ordinances, resolutions or notices adopted or issued by the city in all cases when posting is required by law: (1) San Gabriel City Hall 425 S. Mission Drive San Gabriel, CA 91770 (2) County of Los Angeles Public Library 500 S. Del Mar Avenue San Gabriel, CA 91770 (3) US Postal Office 120 S. Del Mar San Gabriel, CA 91770

§ 30.02 COMPENSATION. ¶
Effective the first full pay period after the seating of the re-elected/newly-elected Council members following the November 2026 General Municipal Election, each member of the City Council shall be paid a salary of $1,275 per month, and may be adjusted in accordance with state law. APPEALS TO COUNCIL
§ 30.10 FINDINGS. ¶
The Council has found that in some provisions of this code there is no definite procedure set out for an appeal to the Council from the findings, decision, or action of an administrative officer, employee, board, or commission created or appointed by the Council and that the wording of some code provisions can be construed as leaving the final decision of a matter in the hands of some subordinate person, board, body, or commission without appeal to the Council. From such finding the Council believes there should always be a means of relief for a person aggrieved by an arbitrary finding, decision, or action of such appointive person, body, or commission, without resort to the overcrowded courts of law.

§ 30.11 FILING. ¶
Where no specific provision is made or procedure is set out in this code or by ordinance applicable to the subject matter for an appeal to the Council, any person aggrieved by the findings, decision, or action of any subordinate officer, employee, board, body, or commission may, within ten days from the date of notice of such findings, decision, or action, file his written notice of appeal therefrom with the City Clerk, giving his name and mailing address. Where there is a specific appellate procedure applicable to the subject matter, that procedure shall govern and these general appellate procedures shall be inapplicable. § 30.12 STAY OF ACTION. ¶
The City Clerk shall forthwith notify the officer, employee, board, body or commission of the filing of such notice of appeal, and all action pertaining to the subject matter of the appeal shall be suspended until final action of the Council therefrom unless delay of action of the matter directly endangers public health and safety. § 30.13 REFERRAL TO COUNCIL. ¶
The City Clerk shall refer the filing of the notice of appeal to the Council at its first regular meeting after receipt thereof, or at a special meeting called for such purpose and shall, at the Council's direction, set the appeal for hearing.

§ 30.14 NOTICE OF HEARING. ¶
The City Clerk shall notify the appellant of such date by mail and so notify any other person requesting notice thereof. ('65 Code, § 1-4.07) (Ord. 843, passed - - )
§ 30.15 DECISION OF THE COUNCIL FOLLOWING HEARING. ¶
At the date and hour set for the public hearing, the appellant shall be heard, and the Council shall hear such relevant and material testimony and argument as shall be presented by the appellant or his counsel and the testimony and argument, if any, by the respondent person or body, commission or other person affected in the premises as in other appeals provided by this code, by ordinance, or by state law.

§ 30.16 EXCLUSIONS FROM PROVISIONS. ¶
The provisions of this subchapter shall not be available where the subject matter of the appeal involves the enforcement or the violation of any state law or where the state legislature has by its act entirely occupied the field.
