§ 2.48.010 CREATION.

A Community Services Commission is hereby established, whose purpose is to assess the social service, leisure, park and street tree needs of the community, to evaluate and make recommendations to the City Council and to the Department of Community Services on how those needs are or should be met, and to oversee and provide public accountability to programs under the jurisdiction of the Department of Community Services.

§ 2.48.020 MEMBERSHIP—COMPOSITION.

The Community Service Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. All members of the Community Services Commission shall be residents of the City of Monrovia.

§ 2.48.030 TERM OF OFFICE.

(A) Members of the Community Services Commission shall be appointed by the Mayor with the approval of the City Council.

(1) Commissioners shall serve at the pleasure of the City Council.

(2) The term of office for each Commissioner shall be three years, commencing on July 1st of the year of appointment and terminating June 30th three years thereafter.

(3) If a vacancy occurs, other than by expiration of the term, the Mayor shall fill the vacancy pursuant to the selection process established in § 2.46.040.

(B) (1) At the end of any Commissioner's term, the Commissioner may apply for re-appointment to the Community Services Commission pursuant to the selection process established in § 2.46.040.

(2) Members who apply for re-appointment shall follow the same selection process as new applicants.

(C) (1) The terms of the Commissioners shall be staggered.

(2) The terms of not more than three members of the Community Services Commission shall expire in any one year.

(D) Members of the Community Services Commission shall serve without compensation.

§ 2.48.040 POWERS AND DUTIES—OFFICERS—PROCEDURES.

(A) Powers and duties. The Commission shall serve the City Council in an advisory capacity and cooperate with other governmental agencies and civic bodies with regard to programs under the jurisdiction of the Department of Community Services, including but not limited to manpower programs, human services programs, leisure programs, and park programs. The Commission shall cooperate with members of the city staff in preparing and periodically updating information concerning the adequacy of these programs in meeting the needs of the persons to whom they are directed, and shall cooperate in collecting information pertinent to the open space element of the general plan of the city. It shall review proposals and budgets submitted to and prepared by the city staff for presentation to the City Council.

(B) Officers. The Commissioners shall annually select from among their membership, a Chairperson, Vice- Chairperson and a Secretary who shall, in addition to their regular duties as Commissioners, perform those functions that are usually and ordinarily assigned to such officers.

(C) Rules of procedure. The Community Services Commission service may adopt rules for the transaction of business but unless so adopted, the procedure set forth in Robert's Rules of Order, current edition, shall prevail. Generally, it is intended that the Commission's meetings operate on an informal basis. The Secretary shall keep an accurate record of all the proceedings of the Commission, which records shall be public and at all times available in the City Hall.

(D) Meetings. The Commission shall hold meetings, the frequency, date and time thereof to be established by the resolution of the Commission, but in no event less than once a month. Special meetings may be held any time upon the request of the majority of the Commissioners upon the giving of reasonable notice. All meetings shall be conducted in the Community Center unless a majority of the Commission consents to a meeting elsewhere. The Commission should hold neighborhood meetings throughout the city where the agenda subject matter makes such action appropriate. A majority of the total membership of the Commission shall constitute a quorum at all business of the Commission.

(E) Committees. The Commission may as it deems necessary appoint subcommittees of its members to perform designated functions.

§ 2.48.050 USE OF CITY STAFF.

(A) Within the limitations of funds appropriated in the annual budget, the City Manager may designate such employees of the city as the City Manager determines necessary to assist the Commission. Such employees shall be responsible solely to the City Manager.

(B) Employees of the city, designated by the City Manager to perform work for the Community Services Commission, shall provide assistance to and work in harmony with the Commission to the end that the policies of the city, as specified by the City Council, are carried out. However, any specific orders or instructions to such employees shall be channeled through the City Manager and through the appropriate administrative personnel of the city.
