2.06.010 - Qualifications.

No person shall hereafter be elected or appointed to the office of county auditor of the County of Modoc unless:

A. The person possesses a valid certificate issued by the California State Board of Accountancy or the Institute of Internal Auditors under the provisions of Chapter 1, Division 3 of the Business and Professions Code showing him to be, and a permit authorizing the person to practice as, a certified public accountant; or

B. The person had served as county auditor, chief deputy county auditor, or chief assistant county auditor for a continuous period of not less than three years, or possessing a baccalaureate degree from an accredited university, college, or other four-year institution, with a major in accounting or its equivalent, and have served within the previous five years in a senior fiscal management position in a county, city, or other public agency, a private firm, or a nonprofit organization, for a continuous period of not less than three years;

C. This amends Sections 26945 and 26946 of, and adds Section 26945.1 to, the Government Code relating to county officers. The addition requires any person serving in the capacity of county auditor in a county to complete forty hours of qualifying continuing education every two years as specified.

2.06.020 - Auditor/county clerk.

The duties of the offices of auditor and county clerk are consolidated. The person appointed or elected to fill the united and consolidated offices shall possess the qualifications of both offices, shall take the oath and give the bond required by each office and shall discharge all of the duties pertaining to each and shall receive the compensation provided by ordinance.
