7.07.010 - Program fees.¶
Pursuant to Section 66799.42 of the California Government Code, the board of supervisors, after a duly noticed public hearing, may adopt, by resolution, an annual schedule of fees to be levied on any firm, organization, partnership, corporation, individual or similar entity engaged in the operation of a solid waste landfill in the incorporated and unincorporated areas of the county, to pay reasonable and necessary costs for the preparation, operation, maintenance of a program to ensure that hazardous waste is not improperly disposed of in a solid waste land fill.

7.07.020 - Notice and hearing.¶
The board of supervisors shall conduct a public hearing prior to the adoption of the annual hazardous waste management program fee schedule. Written notice of the public hearing shall be given by the clerk of the board to all businesses engaged in the collection, processing and/or disposal of solid waste in the county, not less than ten days prior to the date set for hearing.

7.07.030 - Public hearing.¶
The board of supervisors shall not adopt the annual hazardous waste management program fee schedule until such time as all affected and interested parties have had the opportunity to express their views and comments at the public hearing and the board of supervisors has considered all written and oral arguments.

7.07.040 - Billing.¶
Within thirty days after adoption of the annual fee resolution, the planning director shall issue billing statements to all businesses engaged in the collection, processing and disposal of solid waste.

7.07.050 - Timely remittance.¶
Fees shall be remitted to the county not later than the due date specified in the billing statement. Any fees which are not paid by the due date shall accrue interest at the rate of ten percent per annum and shall be subject to a ten percent penalty on the full payment due. The county may, in addition to any other remedy imposed by this code, institute a civil action to collect unpaid fees, penalties and interest.

7.07.060 - Unlawful activities.¶
It is unlawful for any person who is required to pay any fee imposed by this section to collect, transport, or process any solid waste during the period that such fees are unpaid.
