7.06.010 - Planning and implementation fees.¶
Pursuant to California statute, the county may impose fees based on types and amounts of solid waste for costs directly related to the preparation, adoption and implementation of a county integrated waste management plan including the cost of setting and collecting the fees. The board of supervisors, after a duly noticed public hearing, may annually by resolution adopt a schedule of fees for the abovementioned purposes.

7.06.020 - Notice of hearing.¶
The board of supervisors shall conduct a public hearing prior to the adoption of the annual integrated waste management planning and implementation fee schedule. Written notice of the hearing shall be given by the clerk of the board to all businesses engaged in the collection, processing and/or disposal of solid waste in Marin County, not less than ten days prior to the date set for hearing.

7.06.030 - Public hearing.¶
The board of supervisors shall not adopt the annual integrated waste management planning and implementation fee schedule until such time as all affected and interested parties have had the opportunity to express their views and comments known at the public hearing and the board of supervisors has considered all written and oral arguments.

7.06.040 - Billing.¶
Within thirty days after adoption of the annual fee resolution, the county administrator shall issue billing statements to all businesses engaged in the collection, processing and disposal of solid waste.

7.06.050 - Timely remittance.¶
All fees shall he remitted to the county not later than the due date specified in the billing statement. Any fees which are not paid by the due date shall accrue interest at the rate of ten percent per annum, and shall he subject to a ten percent penalty on the full amount due. The county may, in addition to any other remedy imposed by this code, institute a civil action to collect unpaid fees, penalties and interest.

7.06.060 - Unlawful activities.¶
It is unlawful for any person who is required to pay any fee imposed by this chapter to collect, transport, or process any solid waste during the period that such fees are unpaid.
