2.80.010 - Creation—Members—Vote.

The La Mesa Community Parking Commission is hereby created and established to consist of five voting members. Two at-large members and three business representatives, property owners, or residents residing in the CD/D Downtown Commercial Zone shall be appointed as members. Each member shall be entitled to one vote on matters before the commission.

2.80.020 - Appointment.

Members of the La Mesa community parking commission shall be appointed by the mayor with the approval of the city council.

2.80.030 - Terms of office.

The term of office for each appointed member shall be four years, which shall commence on July 1 and terminate on June 30, four years thereafter. Members' terms shall be maintained so that not more than two terms expire in any given year; therefore, initially one member shall be appointed for a one-year term; one member shall be appointed for a two-year term, one member shall be appointed for a three-year term, and two members shall be appointed for a four-year term.

2.80.040 - Filling vacancies.

Each vacancy on the La Mesa community parking places commission shall be filled for the unexpired portion of the term vacated in the manner set forth in Section 2.80.020.

2.80.050 - Expiration of terms.

In the event the reappointment in the manner set forth in Section 2.80.020 is not made upon the expiration of a term of office, a member shall continue in office until reappointment or until his/her successor is appointed and qualified.

2.80.060 - Statement of economic interests.

Each member as given in Section 2.80.010 shall comply with the provisions of the Conflict of Interest Code of the city of La Mesa.

2.80.070 - Mission statement.

The La Mesa community parking commission is committed to ensuring cost effective public parking which meets the needs of the city's businesses, residents, and patrons by involving the community in parking management decisions.

2.80.080 - Powers and duties.

The La Mesa community parking commission shall exercise the powers and duties as provided in this title. In addition, the commission may consider other parking issues as directed by the city council of the city of La Mesa and as set forth within the organization, rules, and procedures of the La Mesa community parking commission.

2.80.090 - Meetings.

The La Mesa community parking commission shall meet at least once a month and shall adopt by majority vote such rules as it shall deem expedient for the conduct of business not contrary to other provisions and policies heretofore adopted by the city council. The commission shall, in October of each year, elect one of its member's chairperson, who shall hold office for one year.

2.80.100 - Compensation.

All appointed members shall be paid such allowance as compensation for expenses incurred in their attendance at authorized meetings within the city of La Mesa as the council may from time to time fix by resolution.

2.80.110 - Study by members—Attendance at conferences.

The members of the La Mesa community parking commission shall inform themselves on matters affecting the functions and duties of the commission. For that purpose, such members may attend meeting, conferences, or hearing on subjects or issues relating to traffic as authorized by the city council.

2.80.120 - Travel expenses.

The reasonable travel expenses incidental to such attendance shall be charged upon the funds allocated by the city council for such purposes.

2.80.130 - Organization—Rules and procedures.

In conformity with Article 5, Chapter 3 of Title 7 to the Government Code, the La Mesa community parking commission shall establish such rules, regulations, and procedures consistent with the chapter for the transaction of business and shall keep a public record of its resolutions, transactions, findings and determinations.

2.80.140 - Limitation of office.

No appointed member shall be elected to serve as chairperson of the La Mesa community parking commission for more than two consecutive years.

2.80.150 - Absence from meetings.

If any appointed member of the La Mesa community parking commission absence themselves from three consecutive regular meetings without permission secured for the third meeting or absence granted by majority vote of the members of the commission, his/her office shall become vacant, and shall be filled as any other vacancy as provided for herein.

2.80.160 - Decorum at meetings.

Members of the commission and persons in attendance at meetings of the commission shall conduct themselves in an orderly manner and in compliance with the commission's rules or, in the absence of such rules, with the rulings of the presiding officer respecting applause, noise making, and conduct. Any person found by the foregoing or to be disrupting the orderly progress of the meeting, shall be ordered by the presiding officer to remove themselves, and to remain barred, from the meeting at which such violation occurs.
