2.72.010 - Creation—Members—Vote.¶
There is hereby created the aging and veterans commission of the City of La Mesa. The commission shall consist of nine members. Seven members shall be appointed to represent seniors. These seven members shall not be less than fifty-five years of age at the time of appointment. Two members shall be appointed to represent veterans. These two members must meet one of the following criteria: 1) be an honorably discharged veteran of the United States armed forces; 2) be an active duty armed forces member serving in a civilian capacity; or 3) be a member of a veterans service organization based within the La Mesa city limits which is federally chartered and/or recognized by the Department of Veterans Affairs for claim representation. All nine members shall be residents of the city. Each member is entitled to vote on matters before the commission.

2.72.020 - Appointment.¶
The mayor shall appoint all members of the commission on aging with approval of the city council. The term of office for each member shall be four years and shall commence on July 1st and terminate on June 30th four years thereafter. Members' terms shall be maintained so that no more than two terms expire in a given year. Appointments may be made for less than four years in order to accomplish this purpose. Initial appointments may begin prior to July 1st.

2.72.030 - Filling vacancies.¶
Each vacancy on the commission on aging shall be filled for the unexpired portion of the term vacated in the manner set forth in Section 2.72.020.

2.72.040 - Administrative services.¶
The city manager shall designate the department to provide clerical and administrative services as required.

2.72.050 - Resignation and removal of members.¶
Three consecutive absences shall constitute resignation of the member unless permission is secured before the third meeting or absence granted by the vote of not less than four members of the commission. Commission members shall serve at the pleasure of the city council and may be removed at the discretion of the city council by a majority vote.

2.72.060 - Mission, duties and functions.¶
The commission on aging shall have the following duties and functions:
(a) The mission of the commission on aging is to advise the city council on policy matters pertaining to programs, projects, and issues which address the concerns of the senior adults in the community.
(b) The duties and functions of the commission shall include:
(1) Render advice to the city council which is timely, reasonable, comprehensive and effective;
(2) Serve as the primary source of information concerning the senior adult network in the city of La Mesa;
(3) Seek funds that would be donated to the city for senior adult programs;
(4) Prepare an annual work program;
(5) Participate in, and help sponsor workshops dealing with senior adult issues;
(6) Plan and execute an annual event to promote positive senior adult relations with the community;
(7) Provide a forum for discussion by the commission and the community on senior adult issues;
(8) Consult with other senior groups to best coordinate the activities of the commission with these other groups;
(9) Explore and develop other activities/issues which will promote positive senior adult relations in the city of La Mesa;
(10) Recommend awards and recognition of individuals or groups.

2.72.070 - Meetings.¶
The commission on aging shall meet at least quarterly and shall adopt by majority vote such rules as it shall deem expedient for the conduct of business not contrary to other provisions and policies heretofore adopted by the city council. The commission shall, in January of each year, elect one of its members chairman, who shall hold office for one year.
