2.71.010 - Creation—Members—Vote.¶
There is hereby created the youth advisory commission of the city of La Mesa. The commission shall consist of seven members and six alternates. The age of each member at the time of appointment or reappointment shall be not less than thirteen years nor more than twenty years, three hundred sixty-four days. All members shall be residents of the city or attend school in the city. Each member is entitled to vote on matters before the commission. Alternates shall attend the commission meetings and may only vote in the event of the absence of a commission member. For purposes of this section, the phrase 'attending school' shall mean either public or private school, general or special education program (K-12 th grade), or college or university. It does not mean an independent special interest program (such as karate or ballet instruction).

2.71.020 - Appointment.¶
The mayor shall appoint all members of the youth advisory commission with approval of the city council. The term of office for each member shall be two years and shall commence on October 1 and terminate on September 30 two years thereafter. Member's terms shall be maintained so that no more than five terms expire in a given year. Appointments may be made for less than two years in order to accomplish this purpose.

2.71.030 - Filling vacancies.¶
Each vacancy on the youth advisory commission shall be filled for the unexpired portion of the term vacated in the manner set forth in Section 2.71.020.

2.71.040 - Administrative services.¶
The city manager shall designate the department to provide clerical and administrative services as required.

2.71.050 - Resignation and removal of members.¶
Three consecutive absences shall constitute resignation of the member unless permission is secured before the third meeting or absence granted by the vote of not less than five members of the commission. Commission members shall serve at the pleasure of the city council and may be removed at the discretion of the city council by a majority vote.

2.71.060 - Mission, duties and functions.¶
The youth advisory commission shall have the following duties and functions:
(a) The mission of the youth advisory commission is to advise the city council on policy matters pertaining to programs, projects, and issues which address the concerns of youth in the community.
(b) The duties and functions of the commission shall include:
(1) Prepare an annual work program;
(2) Participate in, and help sponsor workshops dealing with youth issues;
(3) Plan and execute an annual event to promote positive youth awareness in the community;
(4) Provide a forum for discussion by the commission and the community on youth issues;
(5) Consult with other youth groups to best coordinate the activities of the commission with these other groups;
(6) Explore and develop other activities/issues which will promote positive youth relations in the city of La Mesa;
(7) Recommend awards and recognition of individuals or groups.
2.71.070 - Meetings.¶
The youth advisory commission shall meet at least quarterly and shall adopt by majority vote such rules as it shall deem expedient for the conduct of business not contrary to other provisions and policies heretofore adopted by the city council. The commission shall, in October of each year, elect one of its members chairman, who shall hold office for one year.
