2.70.010 - Creation—Members—Vote.

There is hereby created the human relations advisory commission of the city of La Mesa. The commission shall consist of seven members. All members shall be resident electors of the city. Each member is entitled to vote on matters before the commission.

2.70.020 - Appointment.

(a) The mayor shall appoint all members of the human relations advisory commission with approval of the city council. Two of the members shall represent the disabled members of the community.

(b) The term of office for each member shall be four years, and shall commence on July 1st and terminate on June 30th four years thereafter.

(c) Any member who was appointed under the prior method of appointment shall continue in office until July 1st following the expiration of the term.

2.70.030 - Filling vacancies.

Each vacancy on the human relations advisory commission shall be filled for the unexpired portion of the term vacated in the manner set forth in Section 2.70.020.

2.70.040 - Administrative services.

The city manager shall designate the department to provide clerical and administrative services as required.

2.70.050 - Resignation and removal of members.

Three consecutive absences shall constitute resignation of the member unless permission is secured before the third meeting or absence granted by the vote of not less than three members of the commission. Commission members shall serve at the pleasure of the city council and may be removed at the discretion of the city council by a majority vote.

2.70.060 - Mission, duties and functions.

The human relations advisory commission shall have the following duties and functions:

(a) The mission of the human relations advisory commission is to advise the city council on human relations issues, to respect diversity and promote goodwill in the community at large.

(b) The duties and functions of the commission shall include:

(1) Prepare an annual event to promote positive human relations in the community;

(2) Participate in, and help sponsor workshops dealing with human relations issues;

(3) Provide a forum for discussion by the commission and the community on human relations issues;

(4) Consult with Heartland Human Relations and Fair Housing Association and other human relations groups to best coordinate activities of the commission;

(5) Explore and develop other activities/issues which will promote positive human relations in the city of La Mesa;

(6) Recommend awards and recognition of individuals or groups in the area of human relations.

2.70.070 - Meetings.

The human relations advisory commission shall meet at least quarterly and shall adopt by majority vote such rules as it shall deem expedient for the conduct of business not contrary to other provisions and policies heretofore adopted by the city council.
